The country that was host to the 23rd Peace Tour in 2015 was India. For about a week from December 18 to 23, 2015, the peace delegation of Heavenly Culture, World Peace, Restoration of Light (HWPL, Chairman Man-hee Lee) met with Indian dignitaries who were moved after having attended the 1st Annual Commemoration of the WARP (World Alliance of Religions' Peace) Summit held that year, and they gathered for continued practical discussions towards the realization of peace.

In particular, lawyers in India expressed their active support for the drafting of an international peace law, which was being progressed by the HWPL International Law Peace Committee. HWPL had gathered experts from around the world to draft an international law for the cessation of war, formed the International Law Peace Committee, and was drafting a bill with 12 provisions for enactment as international law. In fact, drafting international law and systematizing existing international law is, in essence, the mandate of the United Nations International Law Commission. Therefore, the drafting of the peace bill by HWPL also had to follow the procedure set by the United Nations. During this 23rd Peace Tour in India, HWPL was able to receive more practical advice from Narinder Singh, the then Chairperson of the United Nations International Law Commission, who was also on the HWPL Advisory Committee.

Chairman Lee had a meeting with Chairperson Singh at Le Meridien Hotel in Delhi, India on December 21st. Chairperson Singh said he was well-acquainted with former Justice Minister of Bangladesh Kamal Hossain, who also serves on the HWPL Advisory Committee. In particular, Fathi Kemicha (Tunisia), a current member of the International Law Association and former member of the UN International Law Commission, said that he and Kamal Hossain had been former colleagues and spoke of him as a highly respected and experienced lawyer. He explained the role of the UN International Law Commission and that the HWPL International Law Peace Committee seemed to be conducting a sound job with the drafting of the bill.

Chairman Lee said, "We intend to enact an international law and publicize the declaration worldwide. When the international law is completed, it will be signed by the presidents of each country, and it will then be submitted to the United Nations for enactment." Chairperson Singh advised in detail the procedure for submitting the draft bill to the UN for enactment as international law, saying, "A very important step is to secure the presidents' signatures before submitting the bill to the UN."

Chairman Lee said, “War and conflict in today's world and the work of world peace is not an individual's problem,” and requested Chairperson Singh's counsel, saying, “We must all unite and achieve a world of peace free from war.” Chairperson Singh replied, “Thank you for allowing me to be a part of such an important mission - our purpose is a most noble and important one.”

After the meeting, Chairman Lee conferred on Chairperson Narinder Singh a letter of appointment as a member of the HWPL International Law Peace Committee. After receiving the letter of appointment, he expressed his gratitude to Chairman Lee, saying, “I am grateful and honored to have been appointed to the HWPL International Law Peace Committee.”

Prior to this, on the 20th, the previous day, Chairman Lee held a meeting at the same place with the most influential lawyer in India and President of the Supreme Court Bar Association of India, Pravin Parekh, who has been in legal practice for over 50 years. He received an MA in Public Interest Litigation from Harvard University and served as the Secretary-General of the International Institute of Human Rights Society. Confederation of Indian Bar (CIB) is comprised of various lawyers centered on the Supreme Court of India and has about 34,000 members.

Chairman Lee explained the situation pertaining to the drafting of the international peace bill in an interview with President Parekh and said, “When it (draft bill) is finalized, it will be proclaimed to the world as a declaration. Then, we will send it to the presidents in every country and ask them to sign it for enactment as international law.”

“The people of India will be very happy to work with Chairman Lee and HWPL,” said President Parekh. “Anyone with average intelligence will know that this is the only solution. After watching the video (of the WARP Summit), I saw that many people around the world, especially leaders in every field, were connected to Chairman Lee.” He continued, “In order to achieve this goal through the heads of state, we need to have continuous exchanges with the Ministries of Foreign Affairs or specific ministers right from the outset. I can help with that because I am the sole legal advisor to the president.” He also explained the relevant procedure in India.

Chairman Lee appointed President Parekh, who wanted to apply his acumen to this true peace movement as of first priority above his dazzling career, to the HWPL International Law Peace Committee.

President Parekh, who received the letter of appointment, said, “I am very impressed by Chairman Lee, who is dedicated to enacting an international law for peace. His purpose is also important to me. Chairman Lee's peace movement is an innovative idea, so I think it will go very well." He also said of Chairman Lee, “The Chairman is a sincere person. His activities will be a success, and we also need to ask for support and cooperation from all over the world, because the more people that come together, the better the result.”

President Parekh pledged to participate in HWPL's enactment of international law for world peace by utilizing the legal infrastructure in India.

In India, home to Mahatma Gandhi, a local peace organization, impressed by Chairman Lee's peace movement, prepared a medal. A special awards ceremony was held at the Gandhi Global Family (GGF) office in India on the 20th following a meeting with President Parekh. GGF, which embodies the spirit of Mahatma Gandhi, prepared a medal engraved with Gandhi and welcomed Chairman Lee. GGF is a non-profit, non-political organization with the goal of resolving the conflict in Kashmir, India's major conflict zone, and achieving reconciliation among countries, and is active in 44 countries. They prepared the Mahatma Gandhi Seva Medal, the highest GGF award conferred on celebrities and organizations that have contributed to humanity, for Chairman Lee. Notable recipients include the Dalai Lama, former US President Bill Clinton, and UPA Chairperson & President of INC Smt Sonia Gandhi, a descendant of Mahatma Gandhi.

Chairman Lee said at the awards presentation ceremony, "We've met in the name of God and in the name of peace, so let's never waver in our resolve and let's achieve our goal. In India, you (local people) have to be at the center of your country to achieve peace. If you do so, you will make peace."

They pledged to join the peace movement of Chairman Lee by signing the peace agreement.

Regarding the background to the awarding the medal, GGF Vice-President Padmashri S P Varma explained, "Chairman Lee is a world leader of peace and has awakened the spirit of peace throughout the world."

The day before, at Le Meridien Hotel, Delhi Study Group presented Chairman Lee with a plaque of appreciation. Delhi Study Group is a non-governmental organization composed of prominent figures in the social, cultural and political fields in India. It was organized in 1994 for the cause of justice to the common man in Delhi. Just in time for Chairman Lee's arrival in India, President Vijay Jolly and his party came to the hotel lobby and presented Chairman Lee with a plaque of appreciation for his contributions to world peace.

The next day, Secretary-General Narendla Chabla, who had a meeting with Chairman Lee, put a cloth around Chairman Lee's neck, saying, "This signifies 'highest respect' in India." Earlier, in September of the same year, he had his daughter's wedding, but he put everything aside to attend the first Annual Commemoration of the WARP Summit held in Korea. He took out his cell phone and a picture he had taken with Chairman Lee at that time and showed it to Chairman Lee, explaining that his attendance at the 1st Annual Commemoration of the WARP Summit remained a pivotal moment in his life.

He said, “I also wish to become an HWPL ambassador for India,” and inquired about the application process to do so. He was appointed as an HWPL Publicity Ambassador on the same day. In an interview after the appointment ceremony, he said, "There was a wedding ceremony for my daughter in Delhi, India, but my daughter told me to go to Korea and attend the 1st Annual Commemoration of the WARP Summit.” “We will work together with Chairman Lee for world peace,” he said.

Following Israel and Palestine, Chairman Lee's third destination on the 22nd Peace Tour was Albania.

Odeta Nishani, First Lady of Albania, has been an active participant in Chairman Lee's peace movement in her capacity as an advisor to International Women's Peace Group (IWPG, Chairwoman Hyun-sook Yoon) since attending the 1st Annual Commemoration of the World Alliance of Religions' Peace (WARP) Summit on September 18, 2015. Chairman Lee's visit to Albania was greatly influenced by First Lady Nishani. Chairman Lee and the peace delegation received 24-hour security and luxury hotel accommodation there thanks to special consideration of the presidential couple.

In Albania, Chairman Lee's first official event was the 'IWPG Women Leaders Seminar' held at Tirana International Hotel on December 7, 2015, where national female leaders from various fields of society gathered.

Giving a lecture, Chairman Lee said, “The women's group (IWPG) and youth group (IPYG) are running together as the wings of HWPL because their path and will are one and the same.” All 14 Albanian women leaders signed the Peace Agreement and were appointed as IWPG ambassadors.

Chairman Lee appoints President of Albania Bujar Nishani as an HWPL Peace Advisory Council member

President of Albania Bujar Nishani invited Chairman Lee to the ‘25th Anniversary of the Fall of Communism' conference.

After World War II, a socialist republic was established in Albania. The leadership ruled with an iron fist for 40 years and Albania was known to have been the most closed country during that period. Following the wave of democracy in Eastern Europe from 1989, Albania became a democratic country in 1992.

On December 8, 2015, Chairman Lee took centre stage upon special request as a peace activist at the ‘25th Anniversary of the Fall of Communism’ held at the Sheraton Hotel. Chairman Lee said, “Now is a truly beautiful and blessed time when God, the Creator of heaven and earth, reigns. If all religions unite in God, then a world of peace without war will become a reality. We can make this happen.” He added, “It seems that we've been entrusted with a great mission in every country at this poignant time in history, when heaven wants to give us a good world. So, I believe that if our global family comes together as one, a better world will become a reality.”

Chairman Lee was invited to the Presidential Palace later that day and held a separate private meeting with President Nishani. At the meeting, President Nishani agreed to support and cooperate for the enactment of an international law to end wars and to participate in all HWPL peace activities. In addition, President Nishani and the First Lady were commissioned as Peace Advisory Council members to HWPL, and agreed to work together until peace is achieved.

The final destination of the 22nd Peace Tour was Kosovo, located in the interior of the Balkan Peninsula. Kosovo, which had been an autonomous province of Serbia, declared independence in 2008 and is waiting to be fully recognized as a sovereign and independent state by the international community. Kosovo, where indiscriminate slaughters took place, warmly welcomed the visit of the Messenger of Peace.

On December 10, 2015, Chairman Lee visited the Constitutional Court of Kosovo in Pristina, capital of Kosovo. Supreme Court Chief Justice Fejzullah Hasani invited Chairman Lee to a meeting of the Supreme Court that day. Above all, they were voluntarily promoting HWPL.

In particular, at the meeting, Justice Nesrin Lushta of the Supreme Court, who attended the 1st Annual Commemoration of the WARP Summit, prepared a large amount of material and testified about the peace activities of HWPL and IWPG. The Supreme Court Justices signed an agreement in support of the International Convention on the Renunciation and Cessation of War and International Armed Conflicts, and 13 Supreme Court Justices of the Constitutional Court of Kosovo were appointed as HWPL Advisory Council members on that day.

Supreme Court Chief Justice Fejzullah Hasani said on that day, “It is a great honor to be invited to serve as advisory council members of HWPL because it is our duty to act as ambassadors of peace in order to appeal for an end to war, transcending ethnicity, race, religion and culture.”

Chairman Lee also visited the Islamic Community of Kosovo and had a meeting with Naim Ternava, Grand Mufti of Kosovo, and emphasized that religion is the fundamental way of achieving peace. Chairman Lee commissioned the Grand Mufti as an Advisory Council Member of HWPL.

On December 11, 2015, two days later, Chairman Lee held a lecture on peace at Pristina University, a meeting with President Atifete Jahjaga of Kosovo, and gave a special lecture at Kadri Zeka University. President Jahjaga is the first female head of state and the youngest elected president in the Balkans.

In a private discussion with Chairman Lee that lasted about 30 minutes, President Jahjaga pledged to support and cooperate for the creation of the HWPL Peace Park, the establishment of a peace monument, and the enactment of an international law for the cessation of war. The University of Pristina, which became an ‘HWPL Peace Academy', decided to become a peace delegation institution by participating in HWPL’s peace work and peace movement education. Pristina University awarded Chairman Lee a plaque of appreciation, and HWPL appointed the president and professors as Publicity Ambassadors.

Former Prime Minister of Kosovo Bajram Kosumi, who was elected Rector of Kadri Zeka University, even came to the school gates to greet Chairman Lee together with students, who were waiting in eager anticipation of Chairman Lee's upcoming peace lecture. The lecture theater was filled with no spaces left, and there were not enough interpreters. Kadri Zeka University presented Chairman Lee with a plaque of appreciation for his achievements, and Chairman Lee appointed former Prime Minister Kosumi and university professors as HWPL Advisors and Publicity Ambassadors.

On December 1, 2015, the first stop on the 22nd Peace Tour was Israel, the most deadly war zone in the world. The nation of Israel was founded in 1948 by Jews who had been scattered all over the world, territorializing parts of Palestine and Jordan. Externally, it has hostile relations with neighboring Arab countries, except Egypt. This country, which has become a hotbed of conflict and is constantly on the verge of war, needs peace more desperately than anywhere else. In this land where peace was absent, the messenger of peace who received the ‘answer for peace’ came with good news.

On December 2nd, the following day, the world's first 'HWPL Peace Academy' was designated in Israel, and a meaningful event was held to commemorate the fruits of Chairman Lee's peace efforts in the field of education.

Students of Mar Elias Educational Institutions wave flags to welcome Chairman Lee's visit

The world's '1st HWPL Peace Academy' is Mar Elias Educational Institutions (MEEI), which was established by Elias Chacour, former Archbishop of the Melkite Catholic Church, to improve the barren educational environment in the village of Ibillin so that students can receive education regardless of race or religion. MEEI is one of the most prestigious comprehensive educational institutions in Israel, with a full curriculum from kindergarten to university. Principal Elias established this school in order to achieve peace and harmony among Arab Christians, Muslims and Jews.

Principal Elias was deeply moved by his experience at the 1st WARP (World Alliance of Religions' Peace) Summit in Seoul on September 17-19, 2014, and he reminded the students attending the ‘HWPL Peace Academy Designation Ceremony’ of the value of Chairman Lee’s visit.

Principal Elias said, “A prophet and messenger of peace has come from a distant land - not the Middle East, but the East beyond the Mediterranean. Chairman Lee has received heaven's command to bring peace on earth. Chairman Lee's visit is truly a blessing for us."

Chairman Lee told the students, “If people who have received the grace of heaven cause conflict and war, this cannot be the will of the Creator God. Young people should look out for one another, and parents should protect their children.” He continued, “If every person becomes a messenger of peace, the world will become one of peace. Today's event will gain worldwide recognition. Let’s all work together to create a good world, a wonderful world, and make it an eternal legacy for future generations.”

On that day, Principal Elias appointed Chairman Lee as honorary principal of the HWPL Peace Academy and presented him with a certificate of appreciation. Chairman Lee appointed Principal Elias as an ambassador of HWPL.

The Israeli-Palestinian conflict is an international issue that the world is paying close attention to. Israel occupied East Jerusalem, including the Western Wall, in the wake of the 1967 Six-Day War. However, the international community, including the United Nations, defines Jerusalem, the holy city of Judaism, Islam, and Christianity, as an international city that does not belong to either.

Against this historical backdrop, a bloody conflict between Israel and Palestine continues in Jerusalem. The news of the conflict there is heard daily, and the world is praying for peace with one heart. The visit there by the messenger of peace, who brought the answer to peace, is special.

On December 3rd, Chairman Lee held a meeting with Bethlehem's mayor, Vera Baboun, who is the first elected female mayor of Bethlehem, and on December 5th, with the current President of Palestine Mahmoud Abbas. “The Israeli-Palestinian conflict has continued for the past 68 years,” said President Abbas. “We want to work to find peace,” he said. “We want to stop the conflict between these two countries as soon as possible. It's not only us, Palestinians, but also they (Israelis) who are daily dying.”

Chairman Lee said, “There is an answer to achieving peace, so I've met with many presidents and asked for their support to work together to end wars and achieve peace in the world. There must be no such thing as military education or military training for war.”

In response, President Abbas said, "This is very good and I wholeheartedly agree. With such a legal instrument, we will now become one and achieve peace. We will also support and help you. It is our honor to be with you.” After the closed-door peace discussion that lasted nearly an hour, President Mahmoud signed the peace agreement without hesitation and Chairman Lee appointed him as an HWPL Advisory Council Member. The peace talk was broadcast nationwide through Palestinian state television.

In a meeting with Chairman Lee on December 3rd, Mayor Baboun said, “It is very surprising that the messenger of peace is in Bethlehem. It is a great pleasure to meet him, and we will support and help him with any plans for peace.”

Mayor Baboun presented Chairman Lee with a plaque engraved with a star and an olive tree symbolizing Bethlehem, and Chairman Lee left a handwritten message to bless Bethlehem and the mayor. Mayor Baboun was appointed as HWPL Publicity Ambassador on the same day and asked the HWPL peace delegation to work closely with the youth of Bethlehem.

Jerusalem

In Jerusalem, home to major religions, there are leaders representing each religion and denomination. On December 3rd and 5th, in Jerusalem, Chairman Lee had talks with the Lutheran World Federation President Bishop Dr Munib A. Younan, and Patriarch Theophilos III, respectively, and emphasized the role of religious leaders in this generation.

In an interview with Chairman Munib, Chairman Lee said, “Religions can find unity only when their respective scriptures are examined and become one under the most reliable scriptures. Please carry out your duty well," he said. At the same time, he emphasized, “Above all else, the religious world must repent and truly stand right before God.”

Chairman Munib replied, “Right now, religions in the world are in need of a major revival.”

In addition, in a meeting with Patriarch Theophilos III, Chairman Lee asked a sharp question centered on the Bible: “The Orthodox Church believes that it has the correct teaching, but do you teach after having understood everything in the scriptures?” Patriarch Theophilos III said, “It is good that Chairman Lee has come at this special time when the birth of Jesus, the King of Peace, is to be celebrated.”

In order to restore true peace within religion, Chairman Munib and Patriarch Theophilos III signed a peace agreement, and Chairman Lee appointed them as ambassadors of HWPL.

On 11 November, 2015, Chairman Lee and the peace delegation left El Salvador and arrived at London Heathrow Airport via Spain. Given the specific measures that HWPL is implementing to achieve world peace and the cessation of war, the UK was a particularly significant stop as it is a global centre for international legal services and is home to the headquarters of the International Law Association, whose objective is the study and development of international law. Moreover, the world's leading international law experts are based in the UK.

The very first peace conference since the inauguration of the HWPL International Law Peace Committee (ILPC), which is comprised of world-renowned legal experts, was held at the British International Law Association in London on  in commemoration of the first anniversary of the World Alliance of Religions' Peace (WARP) Summit on the first day of their arrival. The International Law Peace Committee invited Chairman Lee to seek his wisdom. At the meeting, all committee members agreed on the need to enact an international peace law for the betterment of humanity and various experts in each field promised to contribute to the enactment of an international peace law.

News of Chairman Lee's visit to the UK drew in continuous visitors. Former Prime Minister of Ireland Bertie Ahern, who came to London to meet Chairman Lee even after changing his schedule, said, “I again learned how hard the Chairman has been working for peace. Everything you (Chairman Lee) do is very important. We will work together for peace.”

Ciarán Burke, Professor and Senior Research Fellow at the Jena Center for Reconciliation Studies in Friedrich Schiller University Jena, the oldest university in Germany, gave his opinion on how to draft and realise an international law for the cessation of war, saying, “I'll visit Chairman Lee in Antarctica if I must.” He strongly supported this peace movement. In addition, British politicians and religious figures, such as Baron Nazir Ahmed and Anglican bishop Rose Hudson-Wilkin, formed a strong consensus on the necessity of enacting an international law for peace and promised to work together for peace by becoming ambassadors of HWPL and IWPG (International Women's Peace Group), respectively.

The peace conference in London made a great step forward. On November 13, after two days of repeated meetings, the HWPL International Law Peace Committee decided on the 12 provisions of an  international peace law proposed by Chairman Lee, which includes the establishment of a monitoring committee for the cessation of war, the prohibition of acts of aggression, prohibition of arms sales, and prohibition of military education and training. The first draft of the Declaration of Peace and Cessation of War (DPCW) was finally realised.

Milenko Kreca, President of the Serbia Branch of the ILA, said “Chairman Lee’s ideas are noble and of great value. We have adopted an official declaration as the first step to gaining support from governmental and non-governmental figures. It embodies the Chairman's thoughts.”

He expressed his gratitude to Chairman Lee, saying, “We will achieve a new and revolutionary change in the most important part of international law.”

Anna Cervenakova, a human rights lawyer from the Czech Republic, said, “I realized that this matter (the enactment of international law for the cessation of war) needs to be announced to the world today."

Chairman Lee also met with British and Finnish international law experts and presented the path to realizing peace through the first draft of the DPCW. At that meeting, Chairman Lee said, “I am working with the expectation and hope that this can be achieved. Now is the right time to achieve world peace and the cessation of global wars.”

Kamal Hossain, former Minister of Justice of Bangladesh and member of the IPLC, said, “The WARP Summit gave us an opportunity to reflect on why international law has failed so far. Later the leading UK religious figureheads of the Christian, Islamic, Jewish, Buddhist and Sikh faiths also gathered in one place after hearing the news of Chairman Lee's visit and decided to join the peace movement through their support for the unification of religion and scriptures.

"There are many groups in the UK with different beliefs and religions, but I think it's so important to have this time to meet and learn from each other," said Thai Buddhist Venerable Bhatsakorn Piyobhaso. He continued, “I sincerely thank the Chairman for educating and training the spirits of young people and women of various backgrounds.”

Iqbal Sakrani, the former secretary-general of the Muslim Council of Britain, said, "The Chairman's dedication and efforts (for peace) are so moving." He also praised the WARP Summit.

Ajit Singh, executive director of the World Congress of Faiths, said, “The WARP Summit was an amazing, unforgettable and wonderful experience,” and “It was full of joy only for peace.”

Chairman Lee emphasized that the unity of religions is, above all else, most necessary for peace. He appealed, “There's no doubt that this person (I) is God’s messenger sent to all religious people.” At the same time, he said, “Today's era is one in which Satan will even be seized and imprisoned,” and added, “The world God wants to rule over is a world of peace. A good world will come in the future, and we must become vessels that can welcome this good world.”

University of Oxford, UK, where the ‘2015 Model United Nations Conference’ was held

On November 15, Chairman Lee visited Oxford University, a prestigious and the oldest university in England that has produced numerous Nobel Peace Prize laureates. He was invited as a keynote speaker on peace at the 2015 Model United Nations Conference, which was held with young people representing each university. Chairman Lee delivered a message of peace to an audience of roughly 700 young people from around the world.

Chairman Lee, who took the podium upon the introduction of Kamal Hossain, International Law Peace Commissioner, said, "For peace, we must first enact an International Law on the Cessation of War and all religions must unite in God." Young people representing each university responded with enthusiastic applause to Chairman Lee's sincere appeal to "create a world of peace together."

On November 7, 2015, at the 'Advancing the Light of Peace: HWPL Peace Event' held at the Cerritos Center for the Performing Arts (CCPA) in Los Angeles, USA, attendees raise their hands in agreement that the Bible is the scripture that best describes prophecy and fulfillment

After the first anniversary celebration of the World Alliance of Religions' Peace (WARP) Summit held in September 2015, Chairman Lee and the peace delegation went on another peace tour. Countries and cities visited on that 21st peace tour included Los Angeles, El Salvador, and London, England.

On November 7, 2015, the first stop on the 21st Peace Tour was Los Angeles, USA. At Los Angeles International Airport, hundreds of young people warmly welcomed the peace delegation and held a festival of joy. The CEO of VMR Marketing, a TV and Radio production company which broadcasts peace news, who was appointed as an HWPL Publicity Ambassador during the 16th peace tour, also came to the airport to report on the news of the peace messenger's visit.

That evening, at the Cerritos Center for the Performing Arts (CCPA), the ‘Advancing the Light of Peace: HWPL Peace Event’ was held with religious leaders of the Christian, Islamic, Buddhist, and Sikh faiths, mayors, and heads of organizations. At the meeting, religious leaders and organization heads spoke highly of HWPL's progress for peace and promised their active participation and support.

Etalemahu Fikre Taddesse, Founder of Ethiopian Women's Organization 4 All Women, said, “In the hour-long radio show we broadcast every weekend to promote HWPL and IWPG, we explained what we had witnessed during the WARP Summit and how many women had come together to support and empower each other. We also explained how IWPG had helped make this possible and we encouraged the members of my organization to become members of HWPL and IWPG.”

City of Artesia Mayor Miguel Canales said, “What I am certain of is that we will continue to work for peace.”

Positive feedback also poured in for the WARP Office. “I was able to learn a lot about the Bible at the HWPL WARP Office,” said Bhai Satpal Singh Khalsa, Ambassador for the Sikh religion in the Western Hemisphere. “The many prophecies in the Bible are not ambiguous because they were written by God. And they are being fulfilled. I want to bring more people from our community to learn about other religions.” All the religious leaders who attended the conference raised their hands and acknowledged that the Bible is the scripture that best describes prophecy and fulfillment, and cheers resounded throughout the hall. It was an achievement in the pursuit of inter-religious harmony.

After making a sincere pledge for peace, the peace delegation moved immediately without rest to the next destination: El Salvador, in the Federal Republic of Central America, which was once classified as the most violent country on earth. The relationship between HWPL and El Salvador is particularly profound.

Exchanges of peace between HWPL and El Salvador had continued since the 7th peace tour in 2013. This 21st tour resulted in the construction and unveiling of a peace monument in a park in the heart of Santa Tecla city, El Salvador. On the 9th, the first day of the schedule, Chairman Lee visited the Ministry of Foreign Affairs of El Salvador.

Minister of Foreign Affairs of El Salvador Hugo Martínez said, “I would like to express my gratitude for the erection of the Peace Monument in Santa Tecla.” On behalf of El Salvador, he presented a letter of appreciation for the HWPL peace movement with a special painting depicting the “Bird of Peace.”

The HWPL El Salvador WARP Office also invited Chairman Lee to give a message of peace. In El Salvador, where the Christian population is overwhelmingly large, leaders of each denomination gathered and discussed the Bible under the theme of “Unification of Scripture.” At the meeting, Chairman Lee emphasized to the leaders that they should know what true religion is based on the Bible. Chairman Lee said, “Religion is not something that is simply based on human thoughts,” and “religion is what God fulfills through the promised pastor after the promise given from heaven has spread.”

Afterwards, Chairman Lee had an evening meal at a restaurant in Santa Tecla attended by Roberto José d'Aubuisson Munguía, Mayor of Santa Tecla, and his wife Jackeline d'Aubuisson. At the meal, Chairman Lee emphasized the necessity of peace education and said, "I believe that by following the school etiquette and incorporating 'peace education' in school textbooks, every child will grow up will the mindset of peace". The mayor replied, "The peace education you speak of is absolutely necessary for future generations.”

On the 10th, the following day, the 'Unveiling Ceremony of the Peace Monument of the WARP Summit' was held at El Cafetalón park in Santa Tecla to a crowd of citizens and media personnel. Chairman Lee, who was invited there, said, “We believe that our fellow family members throughout the world will now become messengers of peace to end wars and create a world of peace as a legacy for future generations. Future generations will remember this day for posterity.” In commemoration of May 25, 2013, the day of the proclamation of the Declaration of World Peace and the founding of HWPL, the city of Santa Tecla designated May 25 as ‘HWPL Day’ for posterity.

“On behalf of all citizens, I hereby declare Santa Tecla the 'City of Peace'”, said Mayor d'Aubuisson. “Every year, May 25 will mark the day we moved toward peace,” he said. “We are proud to be the first designated peace city in El Salvador. We should not just shout for peace with our lips, but practice it.”

Afterwards, a peace agreement ceremony was held in which the City made a promise before God to cooperate for world peace. A peace walk was then held with 1,000 citizens to commemorate that meaningful day.

Government officials such as Mexican Ambassador Francisco Javier Olavarría and key figures including city council members, diplomats and ambassadors visited Chairman Lee to express their gratitude and respect. One university professor in particular expressed his desire to incorporate and teach the peace education content in textbooks, saying that children and young people should follow HWPL's peace movement for the future of El Salvador.

Rhys Molina, head of the Department of International Relations, said, “I was deeply moved. Chairman Lee's movement touched my heart and his passion for peace overwhelmed me. It felt like a call to run for peace.”
