 [HWPL]

[HWPL] HWPL's 30th~31st Peace Tour, Peace Delegation to Romania with Support of Asia-Pacific Region

On February 19th 2019, the ‘2019 Pacific Leaders' Summit for Peace' was held at the New South Wales Parliament House in Sydney, Australia, hosted by Heavenly Culture, World Peace, Restoration of Light (HWPL). After the meeting, participants took a commemorative photo while shouting, “We are One!”

On February 21st 2019, HWPL Chairman Man-hee Lee and Hang Chuon Naron, Minister of Education, Youth and Sports of Cambodia, had a meeting.

HWPL's 30th peace tour took place in three countries in the Asia-Pacific region.

From February 13th 2019, the 10-day schedule in the Philippines, Australia, and Cambodia went smoothly. Although it was HWPL's first visit to Australia and Cambodia, discussions were held with senior political and legal officials regarding solutions to achieving world peace. This also meant forming a peace network connecting the Congress of Central America, the Pan-African Congress, and the Council of the Baltic Sea States (Eastern Europe), and the Pacific, which have all expressed their support for the DPCW.

During this tour, HWPL opened a forum for inter-religious dialogue in the Asia-Pacific region to overcome religious issues, which is considered the major cause of ethnic conflicts and the majority of world conflicts, and signed MOUs with academic, cultural, media, and civic groups as necessary for attaining lasting peace.

On February 22nd 2019, HWPL Chairman Man-Hee Lee delivered a letter of appointment from the World Alliance of Religions' Peace (WARP) Committee to Cambodia's most senior Buddhist monk, Tep Vong.

On February 15th 2019, at the Philippines Sports Stadium in Bulacan Province, Philippines, an event for fostering an international peace alliance was held under the theme of ‘We are One for Peace to Attain Sustainable Development’. About 30,000 people, including delegates throughout the country's state universities and colleges and international peace activists, participated in the event. In particular, the festival was attended by provincial governors and 11 government officials of Davao City, as well as 16 delegates including university deans, professors, students, citizens, media, and academic and political figures.

HWPL has been bearing great fruits in the field of religious dialogue and peace education in Southeast Asia. On January 24th 2014, HWPL formed a dialogue between local leaders and civic groups to promote ethnic and inter-religious dialogue for peace and to resolve the damage resulting from the 40-year conflict in Mindanao, Philippines, which concluded with the signing of a peace agreement on a private level.

Since then, various cultural exchanges and peace campaigns have been held, such as the Youth Peace Walk, the construction of peace monuments, museum exhibitions and inter-religious dialogue.

The '2019 Southeast Asia Peace Forum' was held at Sokha Phnom Penh Hotel & Residence, Cambodia on February 21st 2019.

On February 19th 2019, HWPL went on to visit Australia. Although the South Pacific has not been directly affected by war, efforts are being made at the regional level to resolve emerging threats, such as climate change and economic and ethnic issues, for the sake of peace and stability.

Chairman Man-hee Lee attended the ‘2019 Pacific Leaders’ Summit for Peace' at New South Wales Parliament House on the same day, and emphasized the need for the DPCW to high-ranking officials in the South Pacific to realize world peace.

At the meeting, the then Tuvalu Governor Iakoba Italeli, former President Christopher Loeak of the Marshall Islands, six chairpersons of the National Assembly, the Chief Justice of the Supreme Court, and three ministers and vice-ministers signed the 'HWPL - Pacific Islands Comprehensive Agreement on Advocacy for the DPCW'.

Filipino children examined peace materials while the HWPL Peace Room Inauguration opened at the Parañaque City Library in the Philippines on February 15th 2019.

The signatories to the agreement included 12 high-level government leaders from eight countries in the South Pacific for the development of the DPCW. In addition, in order to develop the DPCW into a legally binding form, it also included content for active cooperation and participation in all stages for the DPCW to be proposed and enacted by the United Nations.

Chief Justice Gibbs Salica of Papua New Guinea said, “After learning more about the DPCW, I felt that we should all work to build a strong and peaceful nation.”

Religious leaders who attended the 'Religious World Without Discrimination, Religious Leaders Becoming One’ conference at the International Convention Center, Australia, signed a World Alliance of Religions' Peace MOU on February 18th 2019

On February 21st 2019, Chairman Man-Hee Lee participated in the ‘2019 Southeast Asia Peace Forum’ held at Sokha Phnom Penh Hotel & Residence, Cambodia. The ceremony was attended by Sidarto Danusubroto as Advisor to the Indonesian President, Wong Hon Wai as a Member of Parliament of Malaysia, Parlindungan Purba as 2nd Committee Chairman of the Indonesian National Assembly, and Chin Malin, Secretary of State at the Ministry of Justice in Cambodia. Participants wrote letters of support for the DPCW to be presented to national leaders and international organizations.

The next day, on the 22nd, Chairman Lee launched the HWPL Peace Education Committee together with the Cambodian Ministry of Education to discuss the introduction of peace education nationwide.

HWPL had signed an MOA with the Cambodian Ministry of Education at the 918 WARP Peace Summit in Seoul the year before. From January 2019, the Cambodian Ministry of Education expanded pilot education for elementary, middle and high schools, signed additional MOUs with 20 schools and universities and started implementing peace education.

Media coverage of the '2019 Pacific Leaders’ Summit for Peace, Sydney’ was held at New South Wales Parliament House, Australia, on February 19th 2019.

Chairman Lee and the peace delegation made their 31st tour, from March 31st to April 3rd 2019, that included meetings with high-ranking officials in Eastern Europe. During this tour, an international peace conference was held with the Romanian Ministry of Foreign Affairs, the Institute for Advanced Studies in Levant Culture and Civilization (ISACCL), the International Centre for Baltic-Black Sea Studies, and the University of Bucharest.

Chairman Lee (in a gray suit, centre) and attendees took a commemorative photo during the Peace Forum held under the theme of “The Role of Cultural Diplomacy in Resolving Long-Term Disputes” at the Romanian National Assembly on April 1st 2019.

At the opening ceremony of the Peace Conference in Romania on the 1st April, former President Emil Constantinescu gave a speech under the theme '30 Years After the Dictatorship, Today', where he emphasized issues regarding the situation at the time of the collapse of communism, social problems that arose thereafter, today's European conflicts and ways of progressing beyond these issues.

During the conference, religious leaders from Christianity, Buddhism, Judaism, Islam, Sikhism, Hinduism, the Romanian Orthodox Church and Bahaaism gathered at the National Museum of Art of Bucharest and the Ramada Hotel to hold a religions' peace meeting under the theme, 'The Role of Religion for World Peace'. In this meeting, the World Alliance of Religions' Peace (WARP) Office, where religious leaders from 129 countries engage in dialogue with each other to compare their scriptures, was introduced as a new platform for cultural diplomacy.

At the 'Forum for Peaceful Reunification of the Korean Peninsula' held at the National Museum of Art in Bucharest, former presidents of five Eastern European countries, European and Asian peace activists, representatives of human rights groups, and journalists gathered to discuss ways of securing international support and cooperation for the peaceful reunification of the Korean Peninsula.

Following the 'Forum for Peaceful Reunification of the Korean Peninsula' held at the National Museum of Art in Bucharest, Romania, on April 2nd 2019, HWPL Chairman Man-hee Lee and former President Petru Lucinschi of Moldova took a photo to wish for the peaceful reunification of the Korean Peninsula.

At the Levant Initiative for World Peace conference held before the closing of the conference, key figures attended and promised international support for the DPCW to be passed as a UN resolution. The ceremony was attended by former President of Ukraine Viktor Yushchenko, former President of Moldova Petru Lucinschi, former President of Bulgaria Petar Stoyanov, former Prime Minister of Kyrgyzstan Djoomart Otorbaev, and former President of Romania Emil Constantinescu.

After the peace conference, HWPL co-hosted the ‘2019 Peace Education Conference’ with Master Peace, a Romanian youth group, and International Peace Youth Group (IPYG), an affiliate of HWPL.

On April 1st 2019, Chairman Man-hee Lee and his peace delegation gave an interview at Antenna 3 TV Studio, a private broadcasting station with the highest viewer ratings in Romania.

‘Peace education’ is one of HWPL’s core projects that is based on awakening the value of peace to pass on to future generations. [HWPL] HWPL's 29th Peace Tour, Africa Peace Network

 [HWPL]

[HWPL] HWPL's 29th Peace Tour, Africa Peace Network

On August 15th 2018, the Peace Forum was held at the UN Economic Commission for Africa in South Africa. At the event, Rift Valley University appointed Chairman Lee as Honorary Dean.

Chairman Lee delivered a presentation at the Peace Forum held at the UN Economic Commission for Africa.

Heavenly Culture, World Peace,  Restoration of Light (HWPL, Chairman Man-hee Lee) has made a total of 31 overseas peace trips so far. On the 29th-31st peace tour, the Pan-African Parliament, which is the legislative body of the 55 most prominent African countries, sent an official letter of support to all 55 countries for adoption of the 10 articles and 38 clauses of the Declaration of Peace and Cessation of War (DPCW), and two countries enacted it as national declaration.

HWPL took its first steps in May 2012 and ran for over 7 years until April 2019 in order to create a global village of peace free from conflict to leave as an eternal legacy for future generations.

Chairman Man-hee Lee (second from left) visited the headquarters of the PAP in Johannesburg, South Africa on August 9th, 2018.

During the tour that will be highlighted in this report, Chairman Man-hee Lee and his peace delegation travelled not only to Africa, but also to Australia for the first time. As a result, HWPL has visited all six continents, including Europe, North America, Africa, Asia, South America, and Oceania, to declare the news of peace. In the end, among all six continents, there is no place that Chairman Lee did not visit. In addition, their peace mission activities were reported globally through national broadcasts and media outlets.

The 29th~31st Peace Tour was ▲29th South Africa, Ethiopia (Aug. 8th~18th 2018) ▲30th Philippines, Australia, Cambodia (February 13th~23rd, 2019) ▲31st Romania (Mar.31st~April 3rd, 2019).

On August 10th, 2018, at the high-level African Leaders of Peace Summit held at the Hilton Hotel in Johannesburg, South Africa, Minister of Economic Planning and Development and the Royal Prince of Eswatini, HRH Prince Hlangusemphi attended as a presidential envoy, declaring his support for the DPCW on a national level and signing the agreement. A commemorative photo was taken with Chairman Lee.

HWPL carried out their 29th peace tour in Africa for 11 days and 10 nights from August 8th to 18th 2018, bearing many fruits of peace.

Firstly, on August 9th, the Pan-African Parliament, which is a legislative body of 55 African countries, sent an official letter of support to the Pan-African Parliament for the 10 articles and 38 clauses of HWPL's 'Declaration of Peace and Cessation of War (DPCW)'.  On that day, a letter of support for the DPCW was delivered directly to Chairman Man-hee Lee by PAP President Roger Nkodo Dang at the Pan-African Parliament (PAP) headquarters in Johannesburg, South Africa. In addition, HWPL signed an MOU with PAP. The PAP invited Chairman Lee and his peace delegation to the parliament to listen to the message of peace.

The PAP is the legislative body of the African Union (AU), which is a coalition of 55 African countries. Decisions made by the PAP carry the same legal effect within all 55 member states of the AU. For this reason, the PAP's support for the DPCW is equivalent to the support of all 55 African countries.

Chairman Lee and his peace delegation held a press conference with reporters from all over Africa at Cape Town Civic Centre, South Africa, on August 11th 2018.

The PAP's support for the DPCW has great significance in that it increases the likelihood of the DPCW being proposed by HWPL to the United Nations for ratification as international law. In order for the DPCW to become a legitimate peace bill for the international community, it must be adopted as a resolution by the UN General Assembly. In order to be adopted as a resolution, it must be submitted to the UN General Assembly as a resolution during the regular session of the UN General Assembly (typically September to December every year) and obtain the consent of at least two-thirds of the 193 UN member states, that is, at least 129 countries.

Moreover, on the tour, two African countries, Eswatini and Seychelles, adopted the 10 articles and 38 clauses of the Declaration of Peace and Cessation of War (DPCW) as a national declaration proposed by HWPL for peace. It was seen to be very unusual for a foreign government to adopt and publicize a peace declaration drafted by a private organization for enactment as a national declaration. A national declaration requires an incumbent president to sign an official document, which then increases the likelihood of introducing relevant policies. HWPL proved that, in this regard, Chairman Man-hee Lee has the answer to achieving peace and is putting it into practice.

A peace delegation urges support for the DPCW during the high-level African Leaders of Peace Summit at the Hilton Hotel in Johannesburg, South Africa, on August 10th 2018.

Earlier, Chairman Man-hee Lee appointed 21 world-class legal experts, formed the HWPL International Law Peace Committee and officially declared the DPCW to the world on March 14th 2016. The DPCW is a legal document drafted as a solution for the cessation of war and achievement of peace for ratification as a legally binding instrument. In fact, there has been repeated criticism that world peace cannot be achieved under current international legislation, which permits war where necessary. Therefore, Chairman Lee announced the DPCW for the prevention, management and resolution of all conflict.

The DPCW, which consists of 10 articles and 38 clauses in total, consists of the prohibition of threats or use of force, reduction of war potential and repurposing of weapons, development of friendly relations and prohibition of acts of aggression, prohibition of coercion against internationally recognized state boundaries, ensuring the right to self-determination, international dispute resolution, the right to self-defence, freedom of religion, promotion of religious and ethnic identity, and the spreading of a culture of peace. Chairman Lee, who contributed to bringing about the end of the 40-year bloody conflict in Mindanao, Philippines - the then largest conflict area in Asia - suggested two solutions for world peace; that is, the enactment of international law for the cessation of war and the unification of religions.

On August 15th 2018, the deans of 10 universities in Ethiopia attended the UN Economic Commission for Africa in South Africa, signed an MOU with HWPL and took a commemorative photo. On that day, university representatives were appointed as HWPL advisors.

Chairman Lee has been appealing to former and incumbent presidents, religious leaders, and women and youth in each country to join the world peace movement through “peace tours” that have traversed the globe since 2012.

With international organizations such as the United Nations, African countries are the first to lobby for the adoption of major resolutions within the international community, as both powerful and weak countries exercise one country and one vote each. However, HWPL received immediate official support from 55 African countries through their sincere peace movement, reflecting the great expectations and interest of African countries for HWPL and the DPCW. Such expectations were continuously affirmed during and after Chairman Lee's peace tour in Africa.

In addition, as two African countries adopted the DPCW as a national declaration, it showed that world peace, which no other international organization or nation could achieve. can become a reality.

HWPL also agreed to participate in a campaign to spread a culture of peace by meeting African social leaders, religious people, youth and women to promote the DPCW so that nations' respective presidents can support it.

Religious leaders share their opinions on the DPCW during the African Leaders of Peace Summit held at the Western Hotel in Cape Town, South Africa, on August 13th 2018.

On August 15th, Chairman Lee participated in the ‘International Ethiopia Peace Conference’ held at the United Nations Economic Commission for Africa (UN ECA) in Addis Ababa, Ethiopia, and shared HWPL’s peace solutions with government officials, educators and the youth. Afterwards, the representatives of 10 Ethiopian universities and presidents signed an MOU for with HWPL's peace education and decided to conduct peace education at each university.

The next day, on the 16th, at the African Union Headquarters (AU), the 2018 Addis Ababa Summit with HWPL was held and attended by political leaders and legal dignitaries from Africa and the Middle East for discussion of the enactment of international laws to help stabilize the internal situation for creation of a conflict-free Africa.

Chairman Lee, sitting on the highest level, attended the 2018 "Addis Ababa Summit" and the 'International Cooperation for Sustainable Peace' forum at the headquarters of the African Union (AU) in Addis Ababa, South Africa, on August 16th 2018. The event was attended by a number of key African and high-ranking officials from political and legal circles, as well as leaders of countries in the Middle East.

[HWPL] HWPL's 16th~17th Peace Tour, Everywhere He Went People Shouted "Messenger of Peace Has Come"

HWPL Chairman Man-hee Lee and the peace advocates held a WARP Summit in Seoul, South Korea, in September 2014, attended by 200,000 people, with people they met during the peace tour. Since then, Chairman Man-hee Lee's peaceful actions have gained more momentum. The photo shows participants holding hands and singing a song after signing the agreement at the World Peace Convention Ceremony held at the United Nations Headquarters on December 4th, 2014. This was recorded as a rare sight at the solemn United Nations Headquarters.

On December 5th, 2014, at the Los Angeles County High Court, Chief Justice David Wesley guided Chairman Man-hee Lee to a judge's seat and handed him a gavel, hoping him to become a judge of the Supreme Court of Heaven.

After the WARP Summit held in Korea on September 18th, 2014, the peace tour of Chairman Man-hee Lee of Heavenly Culture World Peace Restoration of Light (HWPL) and the peace advocates blossomed even more spectacularly. The world, who had been skeptical about the achievement of world peace, experienced the reality that it could become one, transcending race, country, and religion, at the WARP Summit, and those who have truly longed for world peace joined hands with HWPL.

In particular, from the 16th to the 20th, peace monuments were erected around the world, and the signing ceremony for peace was more active. Some places have designated HWPL Day to commemorate the day of peace.

The 16th~20th Peace Tour is ▲16th U.S. and India (December 3rd ~ 15th, 2014) ▲South Africa (March 26th ~April 4th 2015) ▲18th Philippines (May 22nd.~May 27th, 2015) ▲19th Philippines (2015 July 7th~9th) ▲The 20th US (2015 September 27th~October 1st).

On December 6th, 2014, while on a tour of the United States, Chairman Lee received a declaration from Carlson, California, USA that they would designate May 25th every year as HWPL DAY. This is to commemorate the day when the Declaration of World Peace and Liberation was first published. The news was reported on ABC News, an American broadcaster.

Chairman Lee also met with Chief Judge David S.Wesley and appealed to him to participate in the enactment of international law for world peace.

At the American Peace Conference held at the Carson Community Center in Los Angeles on December 6th, 2014, Los Angeles Mayor Jim Deere established and announced May 25th as HWPL DAY and conferred honorary citizenship and citations to Chairman Man-hee Lee.

Chairman Lee made a keynote speech at the World Peace Convention Ceremony held at the United Nations Headquarters on December 4th. At the meeting, the draft international law for the cessation of war and ways to resolve religious conflicts in conflict zones in Africa were discussed in depth.

Following the United States, on the 14th, India invited Chairman Lee to the 15th International Conference of Supreme Court Justices (ICCJW) held at City Montessori School, and Chairman Lee gave a keynote speech. 160 Supreme Court justices from 43 countries around the world who participated in the international conference all signed the International Law Enactment Convention for the Cessation of War and World Peace, and they were appointed as HWPL International Law Enactment Advisory Committee.

Chairman Lee said, “The global village is chaotic and unstable, and the country is in the midst of a conflict that divides the country and the ideology. This is because there is no provision of international law to end war and achieve peace in the global village,” he said.

He also urged that "a judge and a former president become one and enact an international law as soon as possible, and if the incumbent president wants world peace and loves the country and people, he/she must sign it."

Hon. Justice Prof. Abdul Salam Azmi, Chief Judge of the Supreme Court of Afghanistan, said, “At this meeting, President Lee's proposal was a practical solution for world peace. Chairman Lee is a person like Gandhi in Korea.”

After the signing ceremony, the City Montessori School held a Peace Walk for World Peace and Cessation of War with about 2,000 students and judges.

On March 28th, 2015, the Kingdom of Bapokeng of South Africa declared May 25th as HWPL DAY, and on this day, Queen Molotreggi of Senema presented a letter of appreciation to Chairman Man-hee Lee.

17th Peace Tour

The results of the 17th peace tour to South Africa can be summarized in two major parts.

The first is the ‘WARP Summit in Africa’. The event was held from March 30th-31st, 2015 at the University of South Africa (UNISA) in Pretoria, South Africa. The University of South Africa, where the event was held, is also the birthplace of Nobel Peace Prize winners such as Nelson Mandela, Desmond Tutu and Frederic Willem de Klerk. The two-day event was attended by 1,500 key locals, and was actively supported by the South African Ministry of Home Affairs, African Youth Union (AYU), South African Religious Commission (NICSA), and African Peace Interfaith Activities (IFAPA).

Prior to this, a festival of peace was held in the Royal Bapokeng Kingdom on March 28th. This country's motto is 'Let there be peace'. At the festival, May 25th is designated as ‘HWPL Day’ every year, and they pledged to hold a peace commemorative event. The unveiling ceremony of the Peace Monument to commemorate the peace achievements of HWPL was also held.

Chairman Lee and Queen Molotreggi of Senema rejoiced as they removed the veil of the monument during the unveiling ceremony of the Bapokeng World Peace Declaration Monument by the Kingdom of Bapokeng in South Africa on March 28th, 2015.

Both of these events drew attention in that they were voluntarily prepared by South African leaders who attended the ‘WARP Summit’ held in Seoul hosted by HWPL in September 2014 to inform their citizens of the purpose and appeal to their participation.

At a press conference on his return home, Chairman Lee Man-hee said, "I was able to confirm the aspiration for peace that former President Mandela had instilled in the people. Not only South Africa but many countries begin to show movements for peace after last WARP Summit" .

Participants at the African Peace Conference at the University of South Africa in Pretoria, South Africa, signed the agreement on March 30th, 2015.
