“We will achieve the vision and goal of the DPCW to eradicate the structures of inter-state violence and conflicts by uniting current and former leaders from many Caribbean countries including Belize, to pursue peaceful means, dialogue, and conflict resolution through law and justice.”


The former prime minister of the Caribbean country of Belize, Said Musa, was engrossed in the global “Declaration of Peace and Cessation of War (DPCW, 10 Articles 38 Clauses)” proposed by Heavenly Culture, World Peace, Restoration of Light (HWPL, Chairman Man-hee Lee), because he was convinced that the manifesto could persuade leaders of every country to uproot and resolve the causes of conflict and violence between nations.

Dr. Musa's act of support was in line with the global trend, as HWPL's DPCW had already received the support of heads of states throughout Eastern Europe, Africa, and the South Pacific. Earlier, in 2018, the Pan-African Parliament (PAP), which is the legislative body of the African Union (AU) comprised of all 55 countries in Africa and whose laws carry the same legal weighting of all AU member states, signed an MOU with HWPL and delivered an official letter of support. Moreover, the Baltic Black Sea Council, comprised of the former heads of state of Eastern European nations, also signed an MOU in support of the DPCW.

That year, representatives of the United Nations (UN) from 145 countries and roughly 600 UN experts convened at the UN Headquarters in New York to listen to Chairman Lee's speech promoting the DPCW, which was met with a standing ovation and full support of the DPCW. In February 2019, the official support by the political heads of the Pacific nations gave further momentum to the drive of the DPCW being passed as a UN General Assembly Resolution.

Dr. Said Musa agreed to document a Memorandum of agreement (MOA) between HWPL and key members of the Coalition of Caribbean Leaders for Peace (CCLP), which he spearheads, as evidence of their commitment to peace. On September 13, 2019, an MOA was signed between the two organizations at an outdoor event in Grenada. Prior to this, on August 27th, an inaugural conference was held in Washington, D.C., USA, to secure collaboration between HWPL and the former heads of state and governments of the Caribbean Community (CARICOM) that belongs to the CCLP, ambassadors, and leaders of civil organizations in order to encourage leaders to adopt the Declaration of Peace and Cessation of War (DPCW) as an international peace law.

CCLP is an organization led by former prime minister Said Musa and the heads of state in the Caribbean region. Dr. Musa made the step to inform every country in the Caribbean region about the DPCW proposed by HWPL in order to realize it.  With the goal of internationalizing the DPCW as the central focus, the heads of state united and the CCLP was birthed. The MOA affirms their commitment to greater unity between the two groups in order to realize the DPCW. Since the signing of the MOA, CCLP has been actively promoting HWPL to the local community and civil society and spreading a culture of peace through peace education.

The Memorandum of Agreement was signed in recognition of the need for an international peace law, such as the DPCW, and for the establishment of a framework for mutual cooperation between the two organizations for the common goal of peace.

The MOA affirms HWPL's commitment in ensuring that the 10 Articles and 38 Clauses of the DPCW is implemented as a global and universal peace law for the benefit of humanity through discussions with all necessary parties, organizations and individuals. The MOU also stipulate the dispatch of a representative to the CCLP for formal presentation of the DPCW to the Caribbean region, and collaboration with relevant parties to review the language of the DPCW. Furthermore, peace discussions, conferences and events have since been held.

The CCLP is committed to providing citizens of the Caribbean with a tangible way to achieving and fostering a culture of peace by incorporating the DPCW into national law. The CCLP has also agreed to seek support from their respective governments and to urge heads of state to sign the DPCW. Lastly, leading global organizations, including the United Nations (UN), Organization of American States (OAS), Caribbean Community and Common Market (CARICOM), Community of Latin American and Caribbean States (CELAC), Association of Caribbean States (CAS) and others, have agreed to advise HWPL on future opportunities for collaborating with regional organizations for international legalization of the DPCW.

2019 HWPL World Peace Summit 5th Anniversary of the WARP Summit in Ecuador

In September, while the HWPL World Peace Summit 5th Anniversary was hosted in Suwon, South Korea, simultaneous ones were hosted in major cities around the world.

HWPL (Heavenly Culture, World Peace, Restoration of Light. Chairman: Man Hee Lee) has been working for world peace via peace initiatives such as the "Legislate Peace" project for the implementation of the new international law DPCW (Declaration of Peace and Cessation of War) at the U.N.

Many cities in North and South America also held the HWPL World Peace Summit 5th Anniversary in September. Cason of California, Ecuador and Grenada of St. George's were part of them.


According to HWPL, legislators from North, Central and South America joined in the event in Carson, California, to show their support for the DPCW. Given that PARLACEN (The Central American Parliament), Policarpa of Colombia, the National Assembly of Nicaragua, Ecuador, and Panama, and 17 cities in the U.S. are supporting the DPCW, it is very obvious that many VIPs participated in the event in Carson.

At the 2019 HWPL World Peace Summit in Ecuador, VIPs including the senators of Ecuador, former presidents of Ecuador (Lucio Gutierrez and Rosalia Arteaga Serrano) joined in the event. HWPL signed an M.O.U with Fundacion FIDAL and Women that Change the World, which are founded by Mrs. Serrano and Senator Cristina Reyes, respectively.

A smaller scale of HWPL's World Peace Summit was hosted in Grenada, St. George's with Tillman Thomas and Samuel Hines, former Prime Ministers of St. George's. HWPL, in partnership with the Coalition of Caribbean Leaders for Peace (CCLP), has also been working with VIPs in South America through CARICOM (the Caribbean Community) for spreading peace culture throughout the world.

As a member of HWPL Supporters One, I'm sure that people in South America will make a culture of peace and world peace successfully with HWPL :)

In previous articles, I said that the 2019 HWPL (Heavenly Culture, World Peace, Restoration of Light) World Peace Summit: 5th Anniversary of the WARP (World Alliance Religions' Peace) Summit had already begun in a number of countries such as Thailand, Rwanda, Burundi and Washington D.C.

Today I bring you news from Myanmar and Washington D.C.

2019 HWPL World Peace Summit in Myanmar was hosted by HWPL, IWPG (International Women's Peace Group) and IPYG (International Peace Youth Group) at Taw Win Garden Hotel, Yangon. The mayor of Yangon and Yangon's Regional Minister of Social Affairs participated in the event, giving a keynote speech and peace speech, respectively.

The event featured a video of HWPL's performance, the DPCW (Declaration of Peace and Cessation of War) event, the writing of peace letters and peace education MOUs signed between HWPL and Sitagu Buddhist University.

Press reported that more than 300 community members and 30 ambassadors including former Caribbean heads of state and civil society organizations from the Caribbean Basin, Latin America, Africa and the United States, who are working together with HWPL, gathered in Washington D.C. to participate in the announcement for the official launch of the new Coalition for Caribbean Leaders for Peace (CCLP) on August 27th.

The event was hosted by HWPL who are working on an MOU to form a partnership to support the DPCW. It was reported in the article that the CCLP aims to :

(1) Promote peaceful coexistence amongst fraction groups in Latin America and the Caribbean through peace education programs

(2) Advance the implementation of international peace law that further reinforces principles of peacebuilding based on the Declaration of Peace and Cessation of War (DPCW)


I expect that we will see every state in the world officially supporting the DPCW in the near future :)
