[HWPL] HWPL's Community Charter to Promote Culture of Peace in Mali


Chairman ManHee Lee is the head representative of the global peace organization HWPL (Heavenly Culture, World Peace, Restoration of Light), which is striving for the enactment and implementation of the international peace law 'Declaration of Peace and Cessation of War (DPCW)'. The  DPCW is a legal instrument comprised of 10 articles and 38 clauses that can end wars and hostilities throughout the world. HWPL is also spreading a culture of peace and implementing peace education.

Chairman ManHee Lee experienced the cruelty and tragedy of war as a veteran of the Korean War. This is one of the reasons why he founded a global peace campaign as the head of HWPL. He has traveled the globe more than 35 times to meet and persuade politicians, legal experts, journalists, professors, peace activists, civil organization leaders, heads of tribes and others to unite them for the work of peace. The significant fruits borne out of his hard work are the World Alliance of Religions' Peace (WARP) Summit and HWPL Peace Committee. The DPCW was drafted and finalised by the HWPL Peace Committee.

How, you may wonder, do I know this? About 10 years ago, when I had just been discharged from military service, I came to know HWPL and Chairman ManHee Lee while researching the topic of civil conflicts to satisfy my curiosity in ongoing global issues. At that time, the island of Mindanao in the Philippines was suffering from a major civil conflict that lasted more than 40 years, and Chairman ManHee Lee and HWPL resolved this conflict through non-violent means.

Chairman Lee brought an end to the conflict in Mindanao by holding a peace talk between the warring Catholic and Islamic groups. Before the talk, HWPL and Chairman ManHee Lee held a Peace Walk to spread the culture of peace in Mindanao with the many locals who had gathered out of a desire for peace.

Chairman ManHee Lee's pressing appeal today is that humanity unites for sustainable peace in order to pass on the legacy of peace to future generations worldwide. He doesn't just talk peace, but has worked tirelessly for it through practical peace campaigns for over a decade.

I decided to become a supporter of HWPL and Chairman ManHee Lee's peace initiatives because I also desire a world of peace for all posterity.

Yorosso, Mali City Council Adopts Resolution on Community Charter to Promote Culture of Peace

On May 26, 2025, Yorosso City Council in Mali, Africa took a significant step toward realizing peace in the region by passing a resolution to promote a culture of peace. A total of 23 people, including the Mayor of Yorosso and members of the City Council, attended the meeting at Yoroso City Hall and unanimously approved the resolution.

The resolution is significant in that it reaffirms the spirit of Article 10 ‘Spreading Culture of Peace’ of the Declaration of Peace and Cessation of War(DPCW), which HWPL proclaimed and provides a legal framework for the establishment of a culture of peace in the city of Yorosso. In particular, it recognizes HWPL Mali branch as an official partner in peace initiatives with the city government, providing institutional support for public-government partnerships.

Article 1 of the resolution designates May 25th of each year as the “Peace Day” of Yorosso City, paving the way for the community to continue to celebrate peace and practice it in their daily lives.

The adoption of this resolution was the result of a civic engagement dialog that took place in Yorosso City from March 2024 for over a year. After signing an MOU with the city to collaborate on the “We Are One” project, HWPL worked with local residents to identify the causes of conflict in the region and chose customary law as a practical solution. The mayor was directly involved in the dialogue process and was also involved in the drafting of the resolution, contributing to ensuring that its provisions were in line with local realities.

In addition to the civic engagement dialogues, HWPL Mali continued to implement a variety of community programs, including peace events and street clean-ups, to build trust in the community. This trust led to the adoption of the resolution and ensured the sustainability of the peace efforts.

Mr. Mamadou Kone, who is one of consultants of HWPL Mali branch leading regional initiatives, took a critical role in adoption of the resolution through his communication with Yorosso city government.

Yorosso city is currently planning a number of programs to promote a culture of peace and volunteerism. These include sharing traditional ways of resolving conflicts through intergenerational dialogues, revitalizing traditional festivals that promote community cohesion, and documenting local customs.

Commenting on the achievement, HWPL Mali Chief Branch Manager Ms. Kelly Aka said:

“This resolution marks a turning point in Mali’s efforts for peace. It is not an idea from outside, but the result of consultations and exchanges within the community. This gives us a great opportunity to establish a real culture of peace in the city of Yorosso, which will spread throughout the country, I strongly believe.”

The adoption of the resolution by the Yorosso City Council is a tangible demonstration of the effectiveness of working with local governments to build peace in communities, not only in Mali but across Africa.
