Meetings between people of influence make history. Such is the case between Man-hee Lee, Chairman of Heavenly Culture, World Peace, Restoration of Light (HWPL), and Emil Constantinescu, the third president of Romania. Their meetings have resulted in a consensus, formed among the heads of state in Eastern Europe, in support of the peaceful unification of the Korean Peninsula and the enactment of an international law for the cessation of war and world peace. Former President Constantinescu conferred a commemorative medal on Chairman Lee, typically conferred solely on presidents and prime ministers who have contributed to the democratization of Eastern Europe.

On 19 November, 2014, a pre-dinner event to an international conference held the following day marking the 25th anniversary of the fall of communism in Eastern Europe was hosted in Villarak, Romania. The banquet was attended by a large number of political, economic, cultural and legal figures from all over Europe.

Former President Constantinescu said, "Please allow me this opportunity to present to the presidents of each country, who led the process of democratization in their country, the commemorative medal of the Romanian Revolution of December 1989", before proceeding with the awards ceremony.

After presenting medals to the presidents, former President Constantinescu introduced Chairman Lee and conferred on Chairman Lee the special Victor Ponta medal. Since this medal is typically conferred on presidents and prime ministers who have contributed to the democratization of Eastern Europe, it was very meaningful that Chairman Lee, the head of a civil organization, received this commemorative medal. It is indicative of the level of support that Chairman Lee has garnered for the peace movement.

This was immediately demonstrated the following day at the '25th Anniversary of the Fall of Communism in Eastern Europe' conference and the inauguration of the newly elected president of Romania, to which Chairman Lee had been invited. Chairman Lee met with 25 former presidents of Central and Eastern European nations, religious leaders from seven countries and Supreme Court justices to engage in discussion about “the cessation of war and world peace.”

In particular, Chairman Lee was invited as a special guest to a meeting attended by the heads of Eastern European countries.

At an afternoon meeting held later that day, as former President Emil Constantinescu was introducing Chairman Lee, he recounted what he had witnessed at the WARP Summit in Korea, saying, "The World Peace Summit hosted by Chairman Man-hee Lee was beyond imagination.''

Chairman Lee delivered a presentation on the theme of “the necessity of a peaceful policy for the unification of the Korean Peninsula.” He said, “I hereby appoint former presidents, ministers, and former and current justices from around the world as HWPL peace advisory council members.”

He continued, “All leaders participating in this event are aware that their countries have transitioned from communism to democracy through a system change. I would appreciate you sharing your experience of how you made this transition and advise me on how to achieve the reunification of the Korean peninsula in order to help me actually achieve it.”

Chairman Lee emphasized, “Among the many peace activities that HWPL is carrying out, I would like to inform you that the work for peaceful reunification of the Korean Peninsula is included.” He added, “Our policy is one that loves peace, the country and its people in order to end wars on the earth, achieve and leave peace as a lasting legacy for posterity.”

Following Chairman Lee's presentation, former president Constantinescu asked those in attendance in support of Chairman Lee's vision to raise their hands. All participants did so. 25 former presidents and heads of state were instantly appointed as HWPL Peace Advisory Council members. Eastern European leaders, who had brought about the transition of the political landscape from communism to democracy in their respective countries, joined in an instant.

They all agreed on the enactment of an international law for “the cessation of war and world peace,” and pledged to support Chairman Lee’s core belief that “religion, which is at the centre of global conflicts, must unite.”

The first meeting between former President Constantinescu and Chairman Lee had taken place in Romania on October 5, 2013, during the 6th HWPL peace tour. At that time, Chairman Lee met with former President Ion Iliescu, Minister of Youth and Sports Nicolae Banicioiu, Presidential Advisor Elena Babulescu and former President Emil Constantinescu. He then reunited with former President Constantinescu during the ninth peace tour in 2014.

That meeting became the starting point of a collaborative peace effort between former President Constantinescu and Chairman Lee. In the meeting held that day, former President Constantinescu sympathized with Chairman Lee's slogan of "cessation of war and world peace", and pledged his active support by becoming an HWPL advisory committee member. The former president has since carried out these steps one by one.

On September 17-19, 2014, he attended the World Peace Summit held in Korea and was convinced of the possibility of the “realization of peace.” Since then, he has attended two more world summits and witnessed firsthand the gradual realization of peace. Chairman Lee's practical ability to keep touring for peace without rest had moved former President Constantinescu, and the peace tours gained further momentum through the former president's cooperation.

Former President Constantinescu helped ensure Chairman Lee's 27th and 31st peace tours went smoothly. In particular, during the 27th peace tour in 2018, a high-level meeting was held in support of the peaceful unification of the Korean Peninsula with the leaders of Eastern Europe, to fulfil the promise made four years prior. Former President Constantinescu wrote a letter of support for the peaceful unification of the Korean Peninsula and delivered it to Chairman Lee.

  1. This is truly beautiful work. I sincerely hope that the DPCW will be enacted as international law by the United Nations as soon as possible in 2023. Kudos to Chairman Lee of HWPL and all HWPL supporters. In the words of Viktor Yushchenko, former President of Ukraine, “The DPCW is a perfect and balanced document that can be the basis of solidarity for peacekeeping in all countries of the world. I think all the leaders of the countries should support the DPCW."
