[HWPL] HWPL's DPCW wins provincial-level cooperation in Mongolia

Chairman ManHee Lee is the head representative of the global peace organization HWPL (Heavenly Culture, World Peace, Restoration of Light), which is striving for the enactment and implementation of the international peace law 'Declaration of Peace and Cessation of War (DPCW)'. The  DPCW is a legal instrument comprised of 10 articles and 38 clauses that can end wars and hostilities throughout the world. HWPL is also spreading a culture of peace and implementing peace education.

Chairman ManHee Lee experienced the cruelty and tragedy of war as a veteran of the Korean War. This is one of the reasons why he founded a global peace campaign as the head of HWPL. He has traveled the globe more than 35 times to meet and persuade politicians, legal experts, journalists, professors, peace activists, civil organization leaders, heads of tribes and others to unite them for the work of peace. The significant fruits borne out of his hard work are the World Alliance of Religions' Peace (WARP) Summit and HWPL Peace Committee. The DPCW was drafted and finalised by the HWPL Peace Committee.

How, you may wonder, do I know this? About 10 years ago, when I had just been discharged from military service, I came to know HWPL and Chairman ManHee Lee while researching the topic of civil conflicts to satisfy my curiosity in ongoing global issues. At that time, the island of Mindanao in the Philippines was suffering from a major civil conflict that lasted more than 40 years, and Chairman ManHee Lee and HWPL resolved this conflict through non-violent means.

Chairman Lee brought an end to the conflict in Mindanao by holding a peace talk between the warring Catholic and Islamic groups. Before the talk, HWPL and Chairman ManHee Lee held a Peace Walk to spread the culture of peace in Mindanao with the many locals who had gathered out of a desire for peace.

Chairman ManHee Lee's pressing appeal today is that humanity unites for sustainable peace in order to pass on the legacy of peace to future generations worldwide. He doesn't just talk peace, but has worked tirelessly for it through practical peace campaigns for over a decade.

I decided to become a supporter of HWPL and Chairman ManHee Lee's peace initiatives because I also desire a world of peace for all posterity.

From DPCW Resolutions to Provincial-Level Cooperation: Local Leaders in Mongolia Put Peace into Practice

Last year, resolutions supporting the Declaration of Peace and Cessation of War (DPCW) were adopted in Khovd, Bayan-Ulgii, and Orkhon provinces in Mongolia, alongside active efforts to promote a culture of peace through various peace events. These achievements were made possible through the efforts of Mongolian education leaders who put HWPL Peace Education into practice in the field and introduced HWPL’s peace activities to key stakeholders in their respective provinces.

Former Principal Bayarsaikhan Lays the Foundation for Cooperation in Khovd Province

Mr. Bayarsaikhan, former Director of the 1st Secondary School of Bulgan Soum, Khovd Province, has worked with HWPL since 2022, introducing HWPL Peace Education at his school. Recognizing the value of peace education, he supported students in learning the meaning of peace and putting it into practice in an educational setting.

Reflecting Khovd Province’s diverse ethnic and cultural composition, he proposed building a peace monument at the school. In May 2025, the monument was erected at the 1st Secondary School of Bulgan Soum. He also introduced the HWPL Peace Culture Campaign: “The Path to Peace Together,” organized by the HWPL Mongolia Branch, to Mr. Bayart, Deputy Governor of Khovd Province. This helped lay the groundwork for greater interest and participation in peace activities at the provincial level.

Director Bakhyitgul Expands Cooperation with the Bayan-Ulgii Provincial Council

Ms. Bakhyitgul, Director of the Lifelong Education Center of Bayan-Ulgii Province, completed all 12 lessons of HWPL Peace Education as well as the Peace Educator Training Program. She then personally conducted peace education at a military unit in Bayan-Ulgii Province.

She put what she had learned into practice in her local community. She introduced officials of the Bayan-Ulgii Provincial Council to the HWPL Mongolia Branch’s Peace Culture Campaign and the purpose of the DPCW, helping peace activities that began in educational institutions expand into cooperation with the Provincial Council.

Director Otgonbayar Leads Provincial-Level Cooperation in Orkhon Province

Ms. Otgonbayar, current Director of the Education Department of Orkhon Province, previously served as Director of the Lifelong Education Center of Orkhon Province. During her tenure at the center, she supported teachers and staff in completing all 12 lessons of HWPL Peace Education. This laid the foundation for peace education to be understood and put into practice at the institutional level rather than only by individuals.

In 2025, Ms. Otgonbayar attended the HWPL Commemoration of the Declaration of Peace and Cessation of War and the September 18th HWPL World Peace Summit held in Korea. Following her participation, she helped introduce HWPL’s Peace Culture Campaign and the values of the DPCW to key stakeholders in Orkhon Province. As a result, peace activities that began within educational institutions expanded to the provincial level.

 

Mr. Bayarsaikhan, Ms. Bakhyitgul, and Ms. Otgonbayar not only introduced and implemented HWPL Peace Education directly within educational institutions but also introduced HWPL’s peace activities and the values of the DPCW to key stakeholders in their respective provinces. Their efforts laid an important foundation for promoting and adopting resolutions supporting the DPCW in their respective regions, as well as for developing peace culture initiatives at the provincial level.

The HWPL Mongolia Branch plans to continue cooperating with local leaders and expand its activities so that institutional support for the DPCW and the practice of a culture of peace can take firm root in communities across Mongolia.
