[HWPL] The Karnataka Legislature Adopts Resolution Supporting the DPCW


Chairman ManHee Lee is the head representative of the global peace organization HWPL (Heavenly Culture, World Peace, Restoration of Light), which is striving for the enactment and implementation of the international peace law 'Declaration of Peace and Cessation of War (DPCW)'. The  DPCW is a legal instrument comprised of 10 articles and 38 clauses that can end wars and hostilities throughout the world. HWPL is also spreading a culture of peace and implementing peace education.

Chairman ManHee Lee experienced the cruelty and tragedy of war as a veteran of the Korean War. This is one of the reasons why he founded a global peace campaign as the head of HWPL. He has traveled the globe more than 35 times to meet and persuade politicians, legal experts, journalists, professors, peace activists, civil organization leaders, heads of tribes and others to unite them for the work of peace. The significant fruits borne out of his hard work are the World Alliance of Religions' Peace (WARP) Summit and HWPL Peace Committee. The DPCW was drafted and finalised by the HWPL Peace Committee.

How, you may wonder, do I know this? About 10 years ago, when I had just been discharged from military service, I came to know HWPL and Chairman ManHee Lee while researching the topic of civil conflicts to satisfy my curiosity in ongoing global issues. At that time, the island of Mindanao in the Philippines was suffering from a major civil conflict that lasted more than 40 years, and Chairman ManHee Lee and HWPL resolved this conflict through non-violent means.

Chairman Lee brought an end to the conflict in Mindanao by holding a peace talk between the warring Catholic and Islamic groups. Before the talk, HWPL and Chairman ManHee Lee held a Peace Walk to spread the culture of peace in Mindanao with the many locals who had gathered out of a desire for peace.

Chairman ManHee Lee's pressing appeal today is that humanity unites for sustainable peace in order to pass on the legacy of peace to future generations worldwide. He doesn't just talk peace, but has worked tirelessly for it through practical peace campaigns for over a decade.

I decided to become a supporter of HWPL and Chairman ManHee Lee's peace initiatives because I also desire a world of peace for all posterity.

Today I'd like to introduce an article regarding the resolution that supports the DPCW of HWPL was adopted by the Karnataka legislature in India.

A New Milestone in Institutionalizing Community-Based Peace

 

On August 21, 2025, a historic moment took place at the Vidhan Soudha in Bengaluru, Karnataka State. The Karnataka State Legislature unanimously adopted a resolution supporting the Declaration of Peace and Cessation of War (DPCW), marking a significant step toward the institutional realization of peace.

Resolution in Support of the Declaration of Peace and Cessation of War (DPCW) and the Promotion of Community-Based Peace and International Legal Institutionalization

The resolution was introduced by Hanumanthagowda Krishnegowda Patil, Minister of Law, Parliamentary Affairs and Tourism Government of Karnataka, India, and was ultimately approved through the consent of both houses of the state legislature, followed by the final assent of the Chief Minister.

The adopted resolution goes beyond a symbolic endorsement and includes key provisions such as full support for the principles and articles of the DPCW; cooperation with HWPL in implementing peace education and community-based programs; dissemination of the resolution to other states and the central government; pilot initiatives for “Peace Cities” and “Peace Villages”; and the integration of a culture of peace into local governance policies.

The journey toward the adoption of this resolution began with HWPL’s sustained peace initiatives and collaborative efforts across Karnataka. HWPL Global03 Branch has continuously built trust within the local community through various civic engagement projects, including MOUs with universities, collaboration in the field of law, peace walks, and environmental clean-up campaigns.

In particular, in Gadag District of Karnataka, HWPL conducted a street-cleaning initiative in collaboration with the National Service Scheme (NSS), demonstrating that peace is not merely a conceptual ideal but a practical value that can be realized through civic participation and community service. These efforts played a pivotal role in enabling local leaders to recognize HWPL not just as an international NGO, but as a genuine partner working alongside the community.

Building upon this foundation, HWPL Global Branch 03 presented a model that connects community development with the promotion of a culture of peace through its cooperation with Mahatma Gandhi Rural Development and Panchayat Raj University (MGRDPRU).
During the meeting with Minister Patil to report on peace projects in Karnataka, India, Prof. Suresh V Nadagoudar, Vice Chancellor and Registrar, introduced HWPL’s international activities and partnership initiatives. After reviewing these materials, Minister Patil expressed his strong support, describing HWPL’s work as “a very noble endeavor.”

Hon’ble H.K. Patil further acknowledged HWPL’s sincerity and dedication in the field, stating: “They have come from Korea to India several times, working diligently for peace in India without showing any sign of hardship. Seeing the dedication of the HWPL staff members, the process of achievement, and the passionate way in which the DPCW is being introduced, I believe we, too, should help.”

Based on this trust, the Minister personally signed both the recommendation letter for a Memorandum of Understanding (MoU) with Gadag District and the letter of support for the DPCW, thereby opening the possibility for expanded cooperation at the district, city, and state levels.

With the adoption of this resolution, Karnataka State has established policies reflecting the DPCW and begun applying them to administration, and it is expected that support for and implementation of the DPCW will further expand throughout India.
