On June 3, 2014, Chairman Man-hee Lee visited Alma Mater University of Sibiu in Romania and delivered a lecture on peace to Chancellor Nicolae Georgescu, university staff and students
“Peace does not belong to any one individual. All members of the global village must become messengers of peace and participate in this work of peace.”

Chairman Lee, who visited Romania on June 4, met Sibiu County Prefect Ovidiu-Ioan Sitterli, informed him about the work of peace, and asked him to collaborate on the work of peace.

Sibiu is a city located in the center of Romania, and is an administrative and commercial center. Sibiu County Prefect Sitterli is known to have been instrumental in the creation of the community in Sibiu and conducted various campaigns as a young governor. He was very pleased to meet with Chairman Lee because he has a sincere interest in peace.

Chairman Lee said to him, “I want to do the work of peace because I have a clear answer to achieving peace. When I spoke about peace, they all promised to cooperate as one.” He then emphasized, “This work of peace does not belong to any one individual; it is right that we do it together because it is work that belongs to every member of the global village.”

Regarding this, Sibiu County Prefect Sitterli responded by saying, “As Chairman Lee has said, peace is the common duty of all humanity and is something I hope all countries will come together and cooperate to achieve.”

Chairman Lee's peace tour continued to Turkey. In Turkey, where 99% of the population is Muslim, the head of the Department of Islamic Law of the Istanbul University Faculty of Theology and chairman of Süleymaniye Foundation, Abdülaziz Bayindir, welcomed Chairman Lee, who visited the Süleymaniye Foundation on June 9. Dr. Bayindir held a meeting with the peace envoy, signed a peace agreement, and promised to cooperate with Chairman Lee on his peace movement.

Chairman Lee also met the Turkish War Veterans Association (Istanbul Branch). Turkey had dispatched the second highest number of soldiers after the US during the Korean War and suffered the most casualties. In Turkey, Turkish war veterans greeted Chairman Lee with a warm welcome.

Chairman Lee said, “(With reference to Korea today) Thank you. During the Korean War, many people came and worked hard, sacrificing much and helping. I hope that, for the remainder of your lives, all of you will also run for the hope of peace.”

In response, Ahmet Kendigel, Turkey War Veterans Association Istanbul Branch President, said, “Of course, we take Chairman Lee’s entire request on board.”

More than anyone, the veterans of the Korean War in Istanbul, who desire a world of peace, actively supported Chairman Lee's movement and signed the peace agreement. Then, the Turkish War Veterans Association (Istanbul) presented a plaque of appreciation to Chairman Lee for his contribution to peace.

On June 3, 2014, Chairman Lee visited Alma Mater University of Sibiu, Romania, and shook hands with Chancellor Nicolae Georgescu as he entered the university. Then, he showed students an HWPL video introducing the ground-breaking answer to peace, and gave a lecture to help instil the desire for peace.

Chairman Lee said, “I am also someone who has lived through wars and experienced many things. When war breaks out, young people go to the forefront and fight. Who will compensate for the life of that young person, who is born into this world only to have their life cut short and sacrificed because of war? That is why young people must look after one another. Young people should all unite with International Peace Youth Group to achieve peace. This is the solution to ending wars and achieving peace on the earth.” The students responded to the lecture with a spirited round of applause.

Chancellor Nicolae Georgescu conferred an honorary degree from Alma Mater University on Chairman Lee in recognition of his contribution to world peace. “Today (June 3), I, on behalf of Alma Mater University, together with the Vice President of UNESCO, confer an honorary degree on the Chairman,” he said.

He also signed a peace agreement with Chairman Lee and promised to become a part of the HWPL Peace family. Students also joined IPYG and gathered their hearts for the realisation of peace.

Following completion of the day's events, Chancellor Georgescu said, “It is an honor to have such a distinguished guest attend our university. It is a sincere honor to have met you.”

The 11th peace tour also received enthusiastic media coverage. On June 3, 2014, when Chairman Lee arrived at Sibiu International Airport, Romania, the local broadcaster 'Observator News' reported on Chairman Lee's arrival from the airport, "A plane carrying the messenger of peace has arrived at the airport. He is being welcomed and joined by a host of reporters, who are recording this historic moment.”

On June 4, at Hotel Imparatul Romanilor, an interview was held with Romania's public television broadcaster TVR 1. The next day, on the 5th, a live interview was held at the Christian Broadcasting Station RVE București.

During the interview with TVR 1 and RVE, Chairman Lee said, “I have received many letters of appreciation from university deans and mayors from every country. However, it is not the awards I receive that give me greatest joy, but that this world finds peace. We must love peace and love each other.” Moved by Chairman Lee's heart of conviction for world peace, the station staff volunteered to become HWPL members on the spot, filling out the membership application form.

On June 6, Chairman Lee and the Peace Delegation, who were visiting Germany, conducted an interview with RADIO TV Kimpwanza, a broadcasting company catered to French speakers in Africa, at Sofitel Hotel.

In response to the question 'How can peace be achieved?', Chairman Lee said, "Students and young people who want peace, and women and mothers of the global village, must unite and put an end to wars on the earth. Let us all become messengers of peace.”

Dorin Florea, the then mayor of Târgu Mureș, which was the first city in Romania to sign an MOU with HWPL, met Man-hee Lee, Chairman of Heavenly Culture, World Peace, Restoration of Light (HWPL) to participate in the work of peace. In September 2016, Mayor Florea, who had observed and verified HWPL’s peace activities for more than two years, participated in the 2nd Annual Commemoration of the September 18th World Alliance of Religions' Peace (WARP) Summit and, thereafter, signed a memorandum of understanding between the city of Târgu Mureș and HWPL at Intercontinental hotel in Bucharest, Romania on May 20, 2018.

Former mayor Florea found the spirit driving HWPL's peace movement needed in the city of Târgu Mureș for it to transition into a cultural city of peace. That is why he signed an MOU. On that day, Mayor Florea was appointed HWPL Peace Ambassador and also wrote a letter of support for the peaceful reunification of the Korean Peninsular which he delivered to HWPL.

The day before, on the 19th, a high-level meeting in support of the peaceful reunification of the Korean Peninsular, attended by a significant number of former political leaders from Eastern Europe, was held at the Parliament of Romania. Heads of state even prepared letters in support of the peaceful reunification of the Korean Peninsular, and delivered it to HWPL. In that month, more than 60 heads of state in Eastern Europe sent letters of support for the peaceful reunification of the Korean Peninsular. Their hearts for reunification were warmed in the wake of the climate of peace established by the Inter-Korean summit held on April 27th, the previous month, on the Korean Peninsular.

Since then, HWPL and the city of Târgu Mureș have continued to collaborate in line with the detailed objectives of the MOU, including an exhibition of Korean culture held in the city for ten days, from October 14-24, 2019. In addition to promoting Korean culture, HWPL's Legislate Peace Campaign was also implemented.

The Legislate Peace Campaign is a global initiative to support and advocate for the Declaration of Peace and Cessation of War (DPCW, 10 Articles 38 Clauses), which was masterminded by Chairman Lee and drafted by leading international legal experts, for its implementation at an international level. To this end, HWPL has been ceaselessly advocating the need for global participation among citizens so that the DPCW can become nationally-binding law in every country. For this purpose, numerous activities have been carried out under the banner of the Legislate Peace (LP) Project. The Peace Letter Campaign, in which citizens of every country send handwritten letters to their heads of state, also falls under the LP Project.

Târgu Mureș, which hosted the signing of the MOU with HWPL, is an historic city and the seat of Mureș County, and is located on the banks of the Mureș River in the heart of Transylvania.

The official title of the MOU signed between HWPL and the city of Târgu Mureș is ‘Memorandum of Understanding for the Târgu Mureș Cultural City of Peace Program'.

The purpose of the Memorandum of Understanding is to ‘promote peace, harmony and development, that is, a culture of peace among all local citizens, including women and youth, in the city of Târgu Mureș’.

Accordingly, the city of Târgu Mureș and HWPL agreed to assume responsibility for the legitimacy of the processes that fall within the scope of the 'Târgu Mureș Cultural City of Peace Program'.

The two organizations identified three specific areas for collaboration.

Firstly, that the city of Târgu Mureș ▲provides support to HWPL to ensure smooth implementation of the plan ▲allows free use of venues under the city's administration for events that fall within the scope of the MOU ▲ fosters relationships with institutions, local organizations and mass media.

In this regard, HWPL ▲ takes responsibility to ensure the smooth operation of common activities ▲ carries out activities approved by the city of Târgu Mureș ▲ respects the singularities of regional administration and the social, ethnic and religious aspects of Târgu Mureș city, and does not engage in any activity that could infringe on their agreement.

The two organizations also agreed to remain tolerant of each other's opinions, to collaborate based upon the principles of good faith and sincerity in accordance with the content of the MOU, and to participate in activities for the cessation of war and the spreading of peace.

They also agreed to support each other in their individual efforts to promote peace based on one common direction with one common purpose. The decision to implement each activity was made by mutual agreement.

Following the signing of the memorandum of understanding with HWPL, citizens of the city of Târgu Mureș participated in a follow-up peace culture project and youth participated in a DPCW signing campaign. From October 14th to 24th, 2019, a Korean culture exhibition was held in the city of Târgu Mureș

Furthermore, taking into account the mutual benefits of cultural and academic exchanges, cultural institution and organizational exchanges were made, especially among youth.

The two organizations pledged to support and encourage collaboration among capable institutions and organizations in the fields of education and culture, and to regularly disseminate information for this purpose.

Six areas were agreed to fulfil this objective: ▲Exchange of cultural events for peace ▲Peace education ▲Establish the foundation of a culture of peace ▲Establish a cooperative network for the promotion of peace and culture ▲Project to spread a culture of peace in solidarity with local events ▲Further projects and discussions necessary for mutual cooperation.

Chairman Lee of HWPL and former President Emil Constantinescu of the Institute for Advanced Studies in Levant Culture and Civilization (ISACCL) sign a Memorandum of Understanding (MOU), following the 'Lecture Concert for Peaceful Unification on the Korean Peninsula'

Emil Constantinescu, who served as the third president of Romania, has described his impressions of Man-hee Lee, Chairman of Heavenly Culture, World Peace, Restoration of Light (HWPL) in an interview with this newspaper, saying, "HWPL is exemplary for Solidarity of Peace".

Such an evaluation is reflective of a deep sense of trust that manifested through an MOU signed between HWPL and the Institute for Advanced Studies in Levant Culture and Civilization (ISACCL), which was headed up by former President Emil Constantinescu. The MOU signing ceremony was included within the itinerary of the 4th Annual Commemoration of the WARP Summit and was held following the 'Lecture Concert for Peaceful Unification on the Korean Peninsula’ in Sejong University Daeyang Hall, Seoul, on September 20, 2018.

What was striking about this MOU is that both sides pledged their full cooperation for peace; a promise that is now being fulfilled.

Regarding the purpose behind the MOU, both sides affirmed, ”We must make every effort to cooperate as partners for the 'development and achievement of world peace', using each other's (human and material) resources, influence, authority, information, affiliate groups, networks, various events and all other resources.” In actuality, it could be said that the two organizations were willing to support the other in any and every endeavor.

The specifics of their scope of commitment was laid out.

First, ISACCL pledged its utmost to cooperate with schools, universities, other public and private academic institutions, and affiliate departments and institutions in Romania to set up and launch 'HWPL Peace Education'. In response, HWPL fully cooperated and supported ISACCL by preparing educational materials, expertise, and program guidelines.

HWPL also pledged to cooperate to its fullest so that the research materials, data, information, reports, publications and achievements of ISACCL would be reflected or utilized in HWPL programs and those of HWPL's affiliate organizations, including International Peace Youth Group. In order to fulfil the mission of the MOU, ISACCL decided to provide HWPL with all necessary materials, including data, expertise, and human and material resources.

In addition, the two parties pledged to host the other at respective conferences, forums, symposiums, seminars, workshops, meetings, ceremonies and other events as is necessary or beneficial to fulfilling the objectives of the MOU.

Furthermore, ISACCL and chairman Emil Constantinescu have made every effort to secure the participation of Chairman Lee and HWPL representatives at their events. In response, Chairman Lee and his peace delegation have provided ISACCL with a platform to deliver messages of peace, express opinions, share information and discuss their collaborative peace activity.

The creation and implementation of the MOU would not have been possible without the full support and trust of both parties.

Emil Constantinescu was the third President of Romania, serves as an advisor to HWPL and is chairman of the ISACCL. He met Chairman Lee for the first time at an event hosted by the Institute for Cultural Diplomacy (ICD) in Berlin in 2014.

In an interview with this newspaper, former President Emil Constantinescu recalled the time they met, saying, “I first learned about the noble goal of HWPL at that time.” He also said, “HWPL is exemplary for the solidarity of peace. Romania also showed some solidarity after the collapse of the communist system, but in the end they all split according to their personal interests. We often overlook the fact that an outcome depends on who, and with what motive, one is involved.”

Afterwards, former President Emil Constantinescu participated in an HWPL peace event led by Chairman Lee. In particular, during a conference of the 27th peace tour in 2018, the two individuals formed a special agreement where President Emil Constantinescu accepted Chairman Lee's invitation to impart his knowledge and wisdom concerning Romania's transition from communism to a liberal democracy on young Koreans. This agreement manifested in the form of the ‘Lecture Concert for Peaceful Unification on the Korean Peninsula', where HWPL and the ISACCL signed an MOU promising continuous collaboration, on September 20, 2018, in Korea.

On April 2, 2019, the ‘Levant Initiative for Global Peace’ conference was held in the presence of the HWPL peace delegation during the 31st peace tour.

At that conference, which was held under the theme, ‘The Role of Cultural Diplomacy in Approaching the Protracted Conflicts: Culture of Peace through Understanding the Other,’ HWPL introduced the ‘Global Declaration of Peace and Cessation of War (DPCW 10 Articles 38 Clauses)’ and the Peace Letter campaign. Furthermore, in response to Chairman Lee's presentation, dignitaries from 25 Eastern European countries who were in attendance made history by writing a letter in support of the DPCW.

A commemorative medal, bestowed on presidents and prime ministers who have contributed to the democratization of Eastern Europe, was awarded to Chairman Lee by former President of Romania Emil Constantinescu during a pre-event dinner for the '25th Anniversary of the Fall of Communism' on November 19, 2014


A meeting of influential people can make history. Such was the case between Man-hee Lee, Chairman of Heavenly Culture, World Peace, Restoration of Light (HWPL) and Emil Constantinescu, the 3rd President of Romania. This meeting, attended by the heads of Eastern European countries, secured consensus for the peaceful reunification of the Korean Peninsula and the enactment of an international law for the cessation of war and peace. Former President Emil Constantinescu awarded Chairman Lee a commemorative medal, which is only granted to presidents and prime ministers who have contributed to the democratization of Eastern Europe.

On November 19, 2014, a pre-event dinner to an international conference, held the next day, was attended by prominent figures from political, economic, cultural and legal circles in Europe to commemorate the 25th anniversary of the fall of communism in Eastern Europe.

Key figures included former President of Romania Emil Constantinescu, 4th President of Albania Rexhep Meidani, 2nd President of Poland Lech Wałęsa, 3rd President of Ukraine Viktor Yushchenko, 2nd President of Moldova Petru Lucinschi, former Chairman of the Supreme Soviet of the Republic of Belarus Stanislav Shushkevich, former Prime Minister of Romania Calin Popescu-Tariceanu, President of the Marmara Group Foundation Akkan Suver, former Ambassador of Ireland to Romania Gerard Corr, former President of the 36th session of UNESCO General Conference Katalin Bogyay, former Deputy Prime Minister and Foreign Minister of Turkey Hikmet Çetin, Honorary President of the World Academy of Art and Science (WAAS) Ivo Šlaus, and more.

Former President Emil Constantinescu held an awards-giving ceremony, saying, "I would like to take this opportunity and, in commemoration of the Romanian Revolution, bestow a medal to the presidents of each country who have stood for democratization in their country." After conferring all the medals on the recipients, former President Emil Constantinescu introduced Chairman Lee and presented him with a special award that is only granted to presidents and prime ministers who have contributed to the democratization of Eastern Europe. It is no small feat for Mr. Lee, the chairman of a civil organization, to receive this commemorative medal, and is indicative of the level of support that Chairman Lee garnered for the peace movement.

This was immediately demonstrated at the event held the next day. Chairman Lee was invited to the celebrations of the '25th Anniversary of the Fall of Communism' in Romania and the inauguration of the newly elected president of Romania. Chairman Lee met with 25 former presidents of Central and Eastern European nations, religious leaders from 7 countries and Supreme Court justices, where they engaged in fruitful discussion about “cessation of war, world peace.”

Chairman Lee was invited as a special guest to a meeting attended by heads of Eastern European countries.

Key figures at the meeting included the 2nd President of Poland and Nobel Peace Prize laureate Lech Wałęsa, 2nd President of Bulgaria Petar Stojanov, 2nd President and 34th Prime Minister of Albania Sali Berisha, 4th President of Albania Rexhep Meidan, 2nd President of Slovakia Rudolf Schuster, 3rd President of Serbia Boris Tadić, 3rd President of Ukraine Viktor Yushchenko, 7th President of Latvia Valdis Zatlers, former Chairman of the Supreme Council of Lithuania Vytautas Landsbergis, and the then Prime Minister of Romania Victor Ponta.

At an afternoon meeting held later that day, as former President Emil Constantinescu was introducing Chairman Lee, he recounted what he had witnessed at the WARP Summit in Korea, saying, "The World Peace Summit hosted by Chairman Man-Hee Lee was beyond imagination.''

Chairman Lee delivered a presentation on the theme of “the necessity of a peaceful policy for the unification of the Korean Peninsula.” Following the presentation, former President Emil Constantinescu asked those in attendance in favour of Chairman Lee's cause to raise their hands. Every single participant did so. 25 former presidents and heads of state were instantly appointed as HWPL's Peace Advisory Council members. Leaders, who had led the transition of the political landscape in Eastern Europe from communism to democracy, joined in an instant. They all agreed to enact an international law that “strives for the enactment of an international law for the cessation of wars across the entire world”, and to join in Chairman Lee’s belief that “religions at the center of conflicts must unite.”

Moreover, the ICD (Institute for Cultural Diplomacy) promised to act as an advisor to HWPL, and Eastern European religious leaders decided to establish a ‘WARP Summit Office’ for religious unity.

In an interview after the event, former President Emil Constantinescu said, “After hearing Chairman Lee’s speech, many people showed interest in the Korean Peninsular issue. We also wish for peace on the Korean Peninsular, in Europe and all over the world.”

Chairman Lee and former President Emil Constantinescu met for the first time on October 15th 2013, during HWPL's 6th Peace Tour.  At that time, Chairman Lee first met and conversed with the former (2nd and 4th) President of Romania Ion Iliescu, and then with the Romanian Minister responsible for Youth and Sport and the President's Advisory Committee. Chairman Lee met and engaged in dialogue with former President Emil Constantinescu thereafter.

The meeting between former President Emil Constantinescu and Chairman Lee became the starting point of a peace movement that they would pursue together. In an interview on that day, the former President concurred with Chairman Lee's expression, 'cessation of war, world peace,' and he became a member of the HWPL Peace Advisory Council, promising his active cooperation, which he gradually put into practice step by step. The former President continued to collaborate with HWPL and was convinced that ‘realizing peace’ could be achieved after he attended the WARP Summit in Korea from September 17-19, 2014 of the following year. After that, he attended two more international conferences and witnessed the realization of peace with his own eyes. The former President was moved by Chairman Lee's ability to practically carry out his peace tour without rest, and the peace tour gained further momentum with the cooperation of the former President, who was instrumental in ensuring Chairman Lee's 27th and 31st peace tours went smoothly.

In particular, during the 27th peace tour in 2018, a high-level meeting was held between the heads of Eastern Europe to fulfill the promise they had made four years earlier for “support for the peaceful reunification of the Korean Peninsula.” The former presidents wrote a letter of support for the peaceful reunification of the Korean Peninsula, which they delivered to Chairman Lee.

During the 31st peace tour, the former President helped organize peace conferences with the Ministry of Foreign Affairs of Romania, The Institute for Advanced Studies in Levant Cultural and Civilization (ISACCL - Institutul de Studii Avansate pentru Civilizația Levantului), the Centre for Baltic-Black Sea Studies (Center for BBS) and the University of Bucharest.

HWPL (Heavenly Culture, World Peace, Restoration of Light; Chairman Man-Hee Lee) has been operating many peace initiatives in many countries with numerous affiliated groups. including peace education for kids that teaches them non-violent resolutions to conflict for a more peaceful world.

Ms. Elisabeta Agocs, Co-founder of RotaKids Alba lulia, Romania, acknowledged the advantages of HWPL's Peace Education program and adopted it for members wiithin her organization. RotaKids is a youth group that promotes the development of children's abilities and involvement within the community.

IPYG (International Peace Youth Group), an affiliate youth group of HWPL, introduced their U-Project (U and Understanding and Unite) to RotaKids. U-Project is a school violence prevention program that has the purpose of gaining an understanding, knowledge and organization of many ways to resolve conflicts among people. It provides various programs to educate children on the peaceful resolution of conflicts through discussion and non-violent means.


Children accepted the program very well, and enjoyed it, because the program showed sound methods for children to realize and nurture values and ideals to live peacefully with others. Moreover, Ms. Agocs said that they would develop more activities for children through the program.


Ms. Agocs is preparing the second part of the program for other kids who want to participate, and also for HWPL's Peace Education. She believes being a friend is the key to peace, and that people should all live in harmony. She added that we must impart the right values on children now. Right, we must plant core values of peace in children now - not later.

On April 2nd in Bucharest, Romania, HWPL (Heavenly Culture, World Peace, Restoration of Light - International NGO under UN ECOSOC), Master Peace (Youth Group in Romania) and IPYG (International Peace Youth Group - one of HWPL's two wings) co-hosted '2019 Peace Education Conference - Teacher's Role for Peace Education'

More than 700 educators including political, religious, women and youth leaders and NGOs, leaders of global peace organizations and journalists joined in the event to discuss practical ways of achieving world peace through peace education.

One of the participants, Mr. Dumitru Marius-Gabriel, said :

"....raising the awareness of peace should be done for the most basic level. Through this education, children understood that they have the power to do good acts on their level. They can actually change their lives and the lives of their family in the future...."

and added : 

"Working with HWPL for this project brought me much joy and fulfillment because I could blend my normal lessons with the message of peace....Furthermore, this education should spread not only to our students but to all the students everywhere......"

HWPL's Peace Education and its chairman Mr. Man Hee Lee aim to create a peaceful world without wars as an eternal inheritance to future generations. HWPL has signed Peace Education MOUs with 200 educational institutions in 21 countries including Romania, the Republic of South Africa, India, Israel, Kosovo and the Philippines to provide students with peace education, transcending nationality, race or religion.

Chairman Man Hee Lee of HWPL said : 

"........Everything you see, hear, feel, and learn should be engaged with peace education. We can call it practical peace education. And it starts with the mindset that we can achieve peace. HWPL aims to create a world like this....."

It is very encouraging to hear about the influence of HWPL's Peace Education from school teachers and students. Ms. Maglan Isabe, a student of Mihai Viteazu National College said :

"What HWPL is proposing is the new way of seeing topics such as anti-bullying, non-violent communication, and collaborative activities ......The HWPL peace curriculum emphasizes the value of tolerance, care, social equality, peace, justice, cooperation, solidarity, and human right that can create a culture of peace. It helps us define peace and its value that would lead the students to the leaders of peace."

Mr. Dragomir Marian, President of Master Peace, said :

"My belief, that made me work with HWPL with its peace education curriculum, is that education in personality, skill, value, and attitude is important for social, economic, and political development in any country."

Mr. Marian added that article 10 "Spreading a culture of peace" of the DPCW (Declaration of Peace and Cessation of War) clearly addresses the role of "Peace Education".


Mr. Young Min Chung, Director of IPYG (International Peace Youth Group) explained that the DPCW's articles 1 to 5 address conflict prevention, 6 and 7 resolving conflicts, and 8 to 10 introduction of ways of achieving a sustainable, peaceful world. He urged all participants to achieve world peace together through the DPCW.

Currently, HWPL and Chairman Man Hee Lee are looking forward to the DPCW being enacted at the UN General Assembly this year for ratification as legally-binding international law.

HWPL (Heavenly Culture, World Peace, Restoration of Light) is looking forward to its conference "The Role of Cultural Diplomacy in Approaching the Protracted Conflicts - Culture of Peace through Understanding the Other". The conference will be hosted by the Ministry of Foreign Affairs in Romania, HWPL, Institute for Advanced Studies in Levant Culture and Civilization (ISACCL) and Center for Baltic-Black Sea Studies (Center for BBS) on the 30th anniversary of the collapse of dictatorship in Eastern Europe.

More than 200 participants - including former and current leaders of state, religion, NGOs, women’s groups, educators and journalists from European and Asian countries - will join the event on 1st and 2nd of April in Bucharest, Romania.

Host organisations expect greater mutual trust, interaction and cultural diplomacy through the exchange of respective identities because Eastern European countries have been achieving good results through multi-ethnic and inter-cultural communication.

Former and current Eastern European leaders have been sincere and committed global peacebuilding partners of HWPL and chairman Man Hee Lee for a few years, and the host groups have been cooperating for world peace with HWPL after the "High-Level Meeting of Former Political Leaders in Europe to spread the Culture of Peace and call for Support for the Peaceful Reunification of the Korean Peninsula" held last May at the Palace of the Parliament in Bucharest.

It drafted the Declaration of Peace and Cessation of War (DPCW) to promote intergovernmental cooperation for securing principles of peace and citizen participation to develop a culture of peace. Currently, the declaration has gained official support from Central American Parliament, Pan-African Parliament and 1 million citizens from 174 countries.'

On the 22nd September 2018, Mr. Emil Constantinescu - the 3rd president of Romania - gave a special lecture in front of an audience of 2000 government and public officials, press and university students in Seoul, Korea. The lecture was particularly significant because it took place soon after the 918 WARP Summit.

The title of the lecture was 'Memories of suffering and the pedagogy of freedom'. You will understand its meaning as you read through the background :)

During the lecture, he explained how he had lived under communist dictatorship until the age of 50, in a country where people did not have the right to choose where to live or work for their own livelihood. On the other hand, he also lived through the transition from communism to democracy.

He lived under the barbaric, violent and unlawful government of communist Romania that cost tens of millions of lives. 

However, he said:

"WHEN OPPRESSION, CENSORSHIP AND TERROR SEEMED TO ENSURE A SMALL FUTURE FOR COMMUNISM, THE RESULTING HARDSHIP TURNED INTO TRUE PATHOLOGY OF FREEDOM, THUS BUILDING SOLID CHARACTERS ABLE TO TEAR APART THE STATUS QUO."

"CULTURE PLAYED A FUNDAMENTAL ROLE IN THIS CONTEXT."

Under this suffering, he learned the lesson that freedom and respect for each other's freedom is very important. After that, he explained how Romania turned into a true democratic country and how Romanians achieved freedom for themselves through peaceful protests. 

He emphasized :


"IT WAS OUR RECENT PAST. THE ANSWER REGARDING THE FUTURE OF FREEDOM OF DEMOCRACY IS THE CHOICE OF EACH GENERATION AND, IN THE END, OF EACH OF US."



At the end of the lecture, in his message to Koreans, he asked people to find out two things :

"WE NEED TO REDISCOVER WHAT UNITES US - OUR COMMON GOAL. WE NEED TO REDEFINE OURSELVES IN THE GLOBALIZED WORLD BY WHAT WE ARE AND NOT WHAT WE HAVE."

His message was very inspirational and impressive to me as someone working with HWPL for world peace. So I'd like to leave my thoughts on his quotes :)

First of all, I agree with what he mentioned about 'culture'. Mr. Man Hee Lee of HWPL also gives significance to culture, and has been creating 'heavenly culture' of peace to spread throughout the world. The Peace walk, campaigns, education, and even the DPCW (Declaration of Peace and Cessation of War) are all results of this heavenly culture :) Without this culture, these wouldn't exist :)

And I think that Mr. Constantinescu's main point is that 'We' have to choose the way of our future. Eastern European countries - including Romania - had moved towards freedom because they had chosen to fight for freedom and democracy. Now, there is so much war, conflict, terrorism and inequality throughout the world which has all been created through man's choosing in the past.

In other words, world peace can also be accomplished through the choice of mankind. 'We', who will live in to the future, can create a peaceful world, in the same way that Romanians were able to secure democracy for themselves. No man wants to wage war against another but seeks to live in peace with their loving families and friends. Don't they? :)

Mr. Man Hee Lee of HWPL has been working for world peace since its foundation, and HWPL and its main initiatives are aiming for introduction of the DPCW to the U.N. and its implementation in every state on earth. If the 10 articles and 38 clauses of the DPCW replace current international law which is inefficient at stopping fearful world conflicts, I'm sure that world peace can be achieved :)
