[HWPL] National Law College in Nepal Signs MOU with HWPL: “We Support the DPCW”

Heavenly Culture, World Peace, Restoration of Light (HWPL, Chairman Man-hee Lee) signed a Memorandum of understanding (MOU) with National Law College (NaLC) of Lalitpur, Kathmandu, Nepal on September 27, 2018. The MOU was signed by Executive Director/Founder Principal Dr. Ram Krishna Timalsena.

The MOU was initially scheduled to be signed at the 4th Annual Commemoration of the World Alliance of Religions' Peace (WARP) Summit held in Korea on September 18, 2018. However, Dr. Timalsena was unable to attend because he had to deliver a lecture for judicial training at the Supreme Court, upon the request of the Nepalese authorities, and therefore requested HWPL's understanding via email.
Dr. Timalsena wrote in the email dated September 2, "Actually, I was very much looking forward to participating in this WARP Summit and signing an MOU between the college and HWPL." He continued, “However, due to unavoidable circumstances, I do not think I will be able to attend the WARP Summit this year. I will participate next year. In the meantime, I hope to sign an MOU with you in Nepal or Korea.” He wrote, "I am very busy with the training and education of Supreme Court judges at the Nepalese government. I am sorry for my incompetence. Thank you again for your cooperation.”
Accordingly, at the 4th Annual Commemoration of the WARP Summit, HWPL disclosed the details of the MOU with NaLC, and on the 27th of the same month in Kathmandu, HWPL Nepal received the MOU signed by Dr. Ram Krishna Timalsena.
Then, on October 3, HWPL sent an email to Dr. Timalsena, requesting his support for the Declaration of Peace and Cessation of War (DPCW, 10 Articles 38 Clauses). Dr. Timalsena wrote, “To Chairman Man-Hee Lee, through (peace) education for world peace, Thank you for providing the best ideas. Let’s work together to achieve world peace.”
Dr. Ram Krishna Timalsena, who attained his PhD in Law from National Law University, Delhi, India, serves as Registrar at the Supreme Court of Nepal and is Chair of the National Inclusion Commission. He served on the Nepalese Civil Law Reforms and Improvement Task Force, and oversaw the national program of the United Nations Development Program (UNDP). He also served as a coordinator of the task force for the Press Council of Nepal: Code of Journalistic Ethics and for the Pokhara Regional International Airport Construction Concern Committee established by the Nepalese Government.

HWPL and NaLC signed a Memorandum of Understanding for the purpose of establishing a medium for both organizations to carry out HWPL's peace activities. Accordingly, it was stated in the MOU that the purpose of the HWPL peace education was to establish mutually strong collaboration and to provide peace education programs for students in educational institutions based on the mutual values of respect and trust.
HWPL provided educational materials to aid in the implementation of peace education and provided appropriate education for peace practitioners and educators.
In return, NaLC agreed to provide the infrastructure for the implementation of HWPL peace education, and Dr. Timalsena decided to assume authority and responsibility as the general manager of HWPL peace education. Furthermore, NaLC also decided to offer a peace education-centered course to law school students twice a week.

At the time of the 2014 WARP Summit, former prime minister of Nepal Khil Raj Regmi was attending and supporting HWPL's peace activities in Nepal. He said, "The great work that Chairman Lee has started is so important in today's conflicted world.”
Then, in 2015, he attended the 1st Annual Commemoration of the WARP Summit, where he delivered a speech, saying, “The initiatives of HWPL are exemplary to the entire world, as the activities of HWPL for advocating peace is unique and effective in all spheres. I have a firm belief that HWPL has been able to continue its activities for global peace with inspiring guidance, motivation, and the leadership of Chairman Lee.”
Among the 21 global legal experts who contributed to the drafting of HWPL's Declaration of Peace and Cessation of War (DPCW, 10 Articles 38 Clauses) is former Chief Justice of Nepal Kedar Nath Upadhyay, who is also the head of the Nepal branch - International Law Association. He said, "Chairman Lee's speech impresses and inspires pacifists around the world."
Suraj Bhattarai, English News Editor of Himalaya Television in Nepal, who visited Korea to provide coverage of the WARP Summit, said, “Chairman Lee is doing a great job like never before. I'm determined to work with HWPL forever. I will follow the way that he showed me.”
In Nepal, Padmodaya Public Model Secondary School, Nidi Secondary School, Gurukul Academy, and Stepping Stone English School have signed an MOU for peace education with HWPL.
Meanwhile, HWPL collected and delivered a donation of 40 million Korean won as disaster relief support for victims of the tragic Nepal earthquake, which resulted in thousands of casualties, on June 22, 2015. Monies were raised at the '2nd Annual Commemoration of the Declaration of World Peace' and 'International Peace Youth Group Peace Walk' hosted by HWPL in 2015, in which (in the case of the latter) roughly 20,000 HWPL members around the world participated. The donation was delivered to the Nepalese Ambassador to Korea Kaman Singh Lama.
